The National Council of Provinces (NCOP), the upper house of the Parliament of South Africa, consists of ninety members in nine provincial delegations of ten members each. Each delegation consists of six permanent delegates elected by the provincial legislature for a full parliamentary term, and four special delegates of whom one is the Premier of the province and the other three are members of the provincial legislature chosen from time to time by the legislature.
