She is very involved in the Ukraine government, serving as the head of inter-factional deputy group "Attraction and protection of investments", the head of the subcommittee on Sustainable Development, Strategy and Investments, Committee on Energy, Nuclear Policy and Security. Nataliaya is also a member of the initiative "Professional Government"[1] EducationBorn on March 15, 1983, in Buchach, Ternopil region, now Ukraine. In 2005 she graduated from the Faculty of Law of Ivan Franko National University. During her student years, Natalia was an active participant in public life: she was elected chair of the Student Council of the Faculty of Law of Lviv National University, served as a representative of her class in the university trade union and an editor-in-chief of the International Almanac "Vivat Justitia!". Becoming a Winner of the Worldwide Studies Program at the Victor Pinchuk Foundation, Katser-Buchkovska was granted a scholarship [2] to obtain master's degree in Law and Economics at University College London in 2011, one of the top five universities in the world, where she studied international finance, law and economics of regulated markets (oil and gas, electricity, telecommunications, infrastructure). In November 2018 she has successfully completed the Emerging Leaders Executive Program of the Harvard Kennedy School. She is fluent in English, knows French and Russian languages. In the period of 2005–2008 she held various positions as a leading specialist of the Control and Revision Commission and a specialist in the Department of International Relations, as well as a legal counsel. Parliamentary activitiesSIn autumn 2014 at the special election to the Verkhovna Rada of Ukraine Nataliya Katser-Buchkovska was elected a Member of Parliament of Ukraine from the 8th convocation of the People's Front party (No. 54 in the electoral register). In December 2014, she led the Subcommittee on Sustainable Development, Strategy and Investments of the Fuel and Energy Complex, Nuclear Policy and Nuclear Safety Committee of Verkhovna Rada. That same year, Katser-Buchkovska joined several newly created parliamentary groups and associations. In particular, parliamentary groups on inter-parliamentary relations with countries such as Mexico, Great Britain, Sweden, Lithuania, Japan and Switzerland. She is an active member of the Interparliamentary Assembly of the Verkhovna Rada of Ukraine and the executive committee of the National Parliamentary Group in the Inter-Parliamentary Union. She consistently defends the position of Ukraine joining NATO in the status of a partner. In her view, NATO membership will improve not only the security of state, but the energy security of Ukraine. Also, Natalia is a chairman of the interfactional deputy on the attraction and protection of investments and a member of the interfactional association "Eurooptimists". Legislative activityMP Katser-Buchkovska is the author and co-author of 49 bills and 19 laws, including the laws of Ukraine "On the Natural Gas Market", "On the National Commission that Exerts State Regulation in the Spheres of Energy and Utilities" and "On the Electricity Market". Taking into account the crucial importance of ensuring energy security in Europe and in the world, she became the initiator and the author of the Law of Ukraine "On the Principles of State Policy in the Field of Energy Security", which is intended to resolve the issues related to the implementation of measures aimed at enhancing energy independence and energy security of Ukraine. The priority of legislative activity is the reform of the energy sector of Ukraine, the protection of national interests and the promotion of Ukraine in the world for the attraction of investment, development of energy diplomacy policy, security and energy efficiency. Public activity and charity projectsDuring her student years, Natalia was an active participant in public life: she was elected chairman of the Student Council of the Faculty of Law of Lviv National University, a representative of the course in the trade union and editor-in-chief of the International Almanac "Vivat Justitia!". Being elected as a Member of Parliament, Nataliya has been continuously supporting the community of her hometown, Buchach. She initiated and organized the collection of assistance for the reconstruction of the local elderly's home, as well as the construction of a kindergarten in the village of Zvenigorod in Ternopil region. Much attention is paid to attracting investments in the Ternopil region to create more additional jobs, implement energy efficiency and renewable energy projects.
