He served in the Legislative Assembly of British Columbia from 1986 to 1991, as a Social Credit member for the constituency of Richmond.[2] In 1997 Loenen's best-selling book Citizenship and Democracy: A Case for Proportional Representation was published. The book makes a case that Canada's first-past-the-post voting system is inefficient and leads to many wasted votes. Loenen argues that proportional representation is the solution.[3] References1. ^http://www.yourlibrary.ca/community/richmondreview/archive/RR20041028/morenews.html {{DEFAULTSORT:Loenen, Nick}}{{BritishColumbia-politician-stub}}2. ^[https://books.google.ca/books?id=cGqJAAAAMAAJ&q=%22+Parliamentary+Guide%22+AND+%22LOENEN%22&dq=%22+Parliamentary+Guide%22+AND+%22LOENEN%22&hl=en&sa=X&ei=buB1VbLTIozEggS1roGQDA&ved=0CBwQ6AEwAA] 3. ^{{Cite book|url=https://www.amazon.ca/dp/B00B9VWL8S/|title=Citizenship and Democracy: A Case for Proportional Representation|last=Leonen|first=Nick|last2=Boyer|first2=J.
