The population was 16,478 at the 2010 census and 16,809 in 2016. The population density was 1,173.9 people per square mile (453.1/km²). There were 5,836 housing units at an average density of 478.1 per square mile (184.5/km²). The racial makeup of the city was 70.56% White, 25.91% African American, 0.37% Native American, 0.56% Asian, 0.03% Pacific Islander, 1.76% from other races, and 0.81% from two or more races. Hispanic or Latino of any race were 6.94% of the population. There were 5,453 households out of which 31.8% had children under the age of 18 living with them, 45.7% were married couples living together, 18.4% had a female householder with no husband present, and 30.7% were non-families. 25.8% of all households were made up of individuals and 11.7% had someone living alone who was 65 years of age or older. The average household size was 2.55 and the average family size was 3.00. In the city, the population was spread out with 24.8% under the age of 18, 11.2% from 18 to 24, 29.1% from 25 to 44, 20.4% from 45 to 64, and 14.6% who were 65 years of age or older. The median age was 35 years. For every 100 females, there were 92.9 males. For every 100 females age 18 and over, there were 89.1 males. The median income for a household in the city was $33,379, and the median income for a family was $42,018. Males had a median income of $32,270 versus $22,765 for females. The per capita income for the city was $17,322.
