He was born in Kristiansand. During the occupation of Norway by Nazi Germany he was appointed as a police officer for the Statspolitiet (State Police, STAPO), from the spring of 1942 until the end of the war. He served most of the period in Kristiansand, where he cooperated with the Gestapo at their local headquarters, known as Arkivet. In the legal purge he was tried for 48 incidents of torture and maltreatment of his own countrymen, often in a more brutal way than he was ordered to. He was also found guilty for 2 incidents of complicity to murder.
