Omsk Law Academy (OmLA) is a Russian private higher education institution located in Omsk, Western Siberia. It was established as Omsk Law Institute on 24 February 1998 by the Fund for Social and Legal Protection of Graduates of the Omsk Higher Militia School, renamed in 2004 to the Fund for Assistance to Legal Education and Science.[1] It was renamed in 2012 to Omsk Law Academy.

Omsk Law Academy is a modern university, one of the leading private law educational institutions of Russia.[2]{{citation needed|date=March 2017}} The Academy is a private higher education institution. In the rating of the Association of Non-State Universities of Russia for 2016, Omsk Law Academy is recognized as one of the best private universities in the country.

OmLA has four bachelor's degree programs: jurisprudence (law), economics, management, state and municipal management; five educational programs are being implemented in the magistracy in the area of “Jurisprudence”:

  • Civil law; Business law; Family law; International private law;
  • Criminal law;
  • Criminal process;
  • Administrative law; Administrative process;
  • Legal support of state and municipal management.

Also in OmLA there are postgraduate courses in the field of “Jurisprudence”:

  • Theory and history of law and state; The history of the teachings on law and the state;
  • Constitutional law; Constitutional litigation; Municipal law;
  • Civil law; Business law; family law; International private law;
  • Criminal law and criminology; Criminally-executive law;
  • Criminal process;
  • Administrative law; Administrative process.

Many courses are conducted by professors of the Academy, practicing lawyers, financiers and managers. Articles of teachers regularly appear in various scientific journals and heralds.

The educational process at the academy fully complies with the federal state educational standards of higher education. Omsk Law Academy has state accreditation and issues diplomas of state design to its graduates.

The library fund of the academy has about 100 thousand copies of publications. It is considered to be one of the best professional legal libraries in the city.

Omsk Law Academy publishes a scientific and practical journal "Vestnik of the Omsk Law Academy" ("Omsk Law Academy Herald").[3] Since December 1, 2015, it has been included in the list of peer-reviewed scientific publications of the Higher Attestation Commission (VAK).

The scientific journal "Vestnik of the Omsk Law Academy" is included:

  • Digital Object Identifier system (DOI) – standard designation of information about the object in the “Internet” information and telecommunications network, adopted in the English-speaking academic environment;[4]
  • European Reference Index for the Humanities and the Social Sciences (ERIH PLUS) – a reference database on the humanities and social sciences;[5]
  • scientific electronic library “CyberLeninka”.[6]

Every year international and national scientific and practical conferences are held on the basis of the academy. OmLA is a permanent platform for holding municipal and regional stages of the All-Russian Law Olympiads of schoolchildren. For example, the International Scientific and Practical Conference “Administrative Procedures: the Comparative Legal Aspect” (2016), the All-Russian Student Scientific and Practical Internet Conference “Actual Problems of Public Law” (2016), the XIV All-Russian Scientific Conference of Students “The Role of Law in Forming a Civilian Society in the Russian Federation”.

History

The institution began on February 24, 1998: the non-state educational institution of higher professional education “Omsk Law Institute” on February 24, 1998 was created by the Fund for Social and Legal Protection of Graduates of the Omsk Higher School of Militia (on August 16, 2004 it was renamed the Foundation for the Promotion of Legal Education and Science ).

In accordance with the order of the Federal Service for Supervision in the Field of Education and Science of July 25, 2012, No. 941 “On State Accreditation of Educational Institutions and Organizations”, the non-state educational institution of higher professional education “Omsk Law Institute” gained the state accreditation status "academy". On September 6, 2012, the name of the latter was changed by the Foundation for Promoting Legal Education and Science to private educational institution of higher professional education "Omsk Law Academy".

The academy is located in the center of the city in a building that has a long history closely connected with the history of the Siberian Cossacks. It was built in 1857 for the Military Economic Board of the Siberian Linear Cossack Army. At that time it was the first three-story building in Omsk.

The main governing body of the Academy is the administration. Rector - Doctor of Law, Professor, Honored Lawyer of the Russian Federation Yuri Petrovich Solovey, widely known to the legal community for his work on administrative and police law.[7]{{citation needed|date=March 2017}}

Building

The building of the Omsk Law Academy was built in 1857 for the Siberian Cossacks. In 1891, in this building, Russian Emperor Nicholas II had a meeting with negotiators of the Siberian and Semirechye Cossacks. In the period from 1925 to 1999 in this building there were: department of Tomsk Infantry Course (1925-1926), Omsk Military Infantry School (1926-1946), Omsk Higher Combined Arms Command School named after Frunze (1946-1999). Since 1999, Omsk Law Institute has been located in this building.{{citation needed|date=March 2017}}
