PALPA’s members operate “LIFE” (“Living Independence for the Elderly”) programs, a provider-based model that provides a comprehensive array of managed long-term services and supports to qualified seniors who face health challenges that threaten their continued ability to live independently in their homes and communities. LIFE, a joint Medicare/Medicaid program, provides a coordinated, hands-on, and local approach to serving eligible Pennsylvania seniors. LIFE is known nationally as the Program of All-Inclusive Care for the Elderly (PACE), which was created by Congress in 1997 and began serving Pennsylvanians in 1998. PALPA was established in 2010 to represent the interests of its members before Pennsylvania’s state government. This work consists of a combination of consultation, collaboration, education, and advocacy with and among policy-makers in the state’s executive and legislative branches of government.
