Between September 2013 and March 2015, he was Secretary of the Australian Government Department of Agriculture. Life and careerGrimes received a Bachelor of Economics from Flinders University in 1989,[1] later completing a Masters of Economics and a PhD in Economics at the Australian National University.[2] His PhD thesis, which he completed in 1994, was titled The Determinants of Trade Union Membership: Evidence from Two Australian Surveys. In the South Australian public service, Grimes obtained the role of Deputy Under Secretary in the Department of Treasury and Finance.[3] Between March 2005 and January 2007, Grimes was ACT Under Treasurer in the ACT Public Service.[4] In the role he oversaw the ACT Government's transition to the GFS accounting system, a change that then Treasurer Jon Stanhope suggested would enable the Government to have a more realistic and less volatile basis upon which to base budgeting decisions. He also assisted in developing and delivering the 2006–07 ACT Government Budget, which involved major structural change to ACT Government agencies; and consolidated IT and procurement services across the ACT public service.[4] In January 2007, Grimes took up an Australian Public Service position as Deputy Secretary in the Department of Finance and Administration.[5] He stayed in the Department when it transitioned to become the Department of Finance and Deregulation, heading the Budget Group as its General Manager.[5] Grimes was appointed Acting Secretary of the Department of Sustainability, Environment, Water, Population and Communities in September 2010,[6] moving into the role formally in 2011.[7][8] His responsibilities at the Department included matters related to environment protection and conservation of biodiversity, air quality, national fuel quality standards and administration of the Australian Antarctic Territory.[9] In September 2013, after the Abbott Government was sworn in, Grimes was transferred to head the Department of Agriculture.[10][11] In the role, Grimes was responsible for matters including the agricultural, pastoral, fishing, food and forest industries, rural adjustment and drought issues, food security policy and programs, and quarantine.[12] In March 2015, Agriculture Minister Barnaby Joyce announced Grimes would be stepping down from his Secretary position,[13][14] with media reporting that Joyce and Grimes were understood to have different philosophical views on environmental issues.[15] Grimes reportedly wrote that he "agreed that the minister would be better supported... by a new secretary with a different background and set of policy skills."[16] Grimes was appointed Commissioner of the Victorian Public Sector Commission in December 2017. His term begins on 22 January 2018. AwardsIn June 2010, Grimes was awarded a Public Service Medal for outstanding public service in the development of the Australian Government's response to the global financial crisis.[17] References1. ^{{cite press release|url=http://www.flinders.edu.au/news/inspiringachievers/queens-birthday-honours.cfm|title=A rich mix in Queen's Birthday honours|date=June 2010|archiveurl=https://web.archive.org/web/20150317113339/http://www.flinders.edu.au/news/inspiringachievers/queens-birthday-honours.cfm|archivedate=17 March 2015|publisher=Flinders University|author=Flinders University}} {{s-start}}{{s-gov}}{{s-bef|before=Robyn Kruk}}{{s-ttl|title=Secretary of the Department of Sustainability, Environment, Water, Population and Communities|years=2011 – 2013}}{{s-aft|after=Gordon de Brouwer|as=Secretary of the Department of the Environment}}{{s-bef|before=Andrew Metcalfe|as=Secretary of the Department of Agriculture, Fisheries and Forestry}}{{s-ttl|title=Secretary of the Department of Agriculture|years=2013 – 2015}}{{s-aft|after=Daryl Quinlivan}}{{s-end}}{{DEFAULTSORT:Grimes, Paul}}2. ^{{cite news|url=http://www.canberratimes.com.au/federal-politics/abbott-ps-purge-on-the-cards-20130302-2fd0t.html |archiveurl=https://web.archive.org/web/20140331172822/http://www.canberratimes.com.au/federal-politics/abbott-ps-purge-on-the-cards-20130302-2fd0t.html |archivedate=31 March 2014| date=3 March 2013| first=Paul| last=Malone| title=Abbott PS purge on the cards| newspaper=The Canberra Times| publisher=Fairfax Media}} 3. ^{{citation|url=http://www.environment.gov.au/system/files/pages/0a65c1f7-e738-4624-9de6-3e67de8dbc48/files/sewpacar1011.pdf|page=13|title=Annual Report 2010–2011|date=2011|publisher=Australian Government|author=Department of Sustainability, Environment, Water, Population and Communities|archiveurl=https://web.archive.org/web/20140311174649/http://www.environment.gov.au/system/files/pages/0a65c1f7-e738-4624-9de6-3e67de8dbc48/files/sewpacar1011.pdf|archivedate=11 March 2014}} 4. ^1 {{cite press release|url=http://info.cmcd.act.gov.au/archived-media-releases/media0f92.html?v=5119&s=272|archiveurl=https://web.archive.org/web/20150314005822/http://info.cmcd.act.gov.au/archived-media-releases/media0f92.html?v=5119&s=272|archivedate=14 March 2015|date=13 December 2006|first=Jon|last=Stanhope|author-link=Jon Stanhope|publisher=ACT Government|title=Under Treasurer led ACT Treasury through period of significant change and challenge}} 5. ^1 {{cite hansard|url=http://www.hansard.act.gov.au/hansard/2006/week13/4127.htm|jurisdiction=ACT Government|title=Dr Paul Grimes|house=ACT Legislative Assembly|date=13 December 2006|page=4127|speaker=Jon Stanhope|position=Ginninderra-Chief Minister, Treasurer, Minister for Business and Economic Development, Minister for Indigenous Affairs and Minister for the Arts|archiveurl=https://web.archive.org/web/20110403144716/http://www.hansard.act.gov.au/hansard/2006/week13/4127.htm|archivedate=3 April 2011|deadurl=no}} 6. ^{{cite press release|url=http://www.dpmc.gov.au/media/media_release_2010-09-14.cfm|archiveurl=https://web.archive.org/web/20140227141729/http://www.dpmc.gov.au/media/media_release_2010-09-14.cfm|archivedate=27 February 2014|deadurl=no|title=New Acting Secretary Arrangements|first=Terry|last=Moran|date=14 September 2010|author-link=Terry Moran (public servant)}} 7. ^{{cite press release|first=Julia|last=Gillard|author-link=Julia Gillard|title=Departmental Secretaries|date=1 June 2011|url=http://pmtranscripts.dpmc.gov.au/browse.php?did=17894|publisher=Australian Government|archiveurl=https://web.archive.org/web/20140201172800/http://pmtranscripts.dpmc.gov.au/browse.php?did=17894|archivedate=1 February 2014|deadurl=yes|df=dmy-all}} 8. ^{{citation|url=http://federal.governmentcareer.com.au/archived-news/new-top-bureaucrat-appointments-announced|date=2 June 2011|title=New top bureaucrat appointments announced|archiveurl=https://web.archive.org/web/20130515094227/http://federal.governmentcareer.com.au/archived-news/new-top-bureaucrat-appointments-announced|archivedate=15 May 2013|deadurl=no|publisher=Government Career}} 9. ^{{citation|url=http://www.comlaw.gov.au/Details/C2011Q00073|publisher=Australian Government|title=Administrative Arrangements Order -
