Ru-Sankya is the Digital Terrestrial Television Broadcasting Network Project undertaken by the Government of Sri Lanka (GOSL). It set a target to introduce digital technology television broadcasting in “Mahinda Chintana” by 2017. The “Roadmap" for the Transition from Analogue to Digital was compiled with the assistance of the International Telecommunication Union (ITU).[1] GOSL decided to adopt Japanese standard, Integrated Services Digital Broadcasting Terrestrial (ISDB-T), in order to increase information accessibility for the entire country by promoting the effective utilization of frequency resources.[2][3][4] ISDB-T will also develop communication infrastructure to enhance the accessibility of information such as: emergency warning broadcasting; road traffic information; weather reports; educational and medical information; as well as news and sports, as it is the only broadcasting standard that supports reception from mobile phones and mobile devices.

Broadcasting sector in Sri Lanka

In Sri Lanka, 23 TV channels are broadcast by 16 broadcasting companies comprising 2 state-operated Television (TV) stations (SLRC and ITN) and 14 private TV stations, and 80% of households, approximately 4 million households, have TV receivers. The service coverage of state-run broadcaster SLRC is 95 percent of the population. Pay-TV services are also growing rapidly in Sri Lanka in line with the advancement of telecommunications technology. As of the end of March 2013, satellite TV service had approx. 500,000 subscribers. Although nine cable TV companies are licensed, only two of them were providing the service as of 2012. And Dish TV that can be viewed through satellite of the neighboring country of India has gained much popularity in Tamil residential areas.

Terms and amount of loan

The signing for the exchange of notes for the yen loan took place on 7 September 2014 between Ambassador of Japan Nobuhito Hobo on behalf of the Government of Japan and the Minister for Mass Media and Information Keheliya Rambukwella on behalf of the Government of Sri Lanka.[5] The signing of Loan Agreement pertaining to the above Yen Loan took place on 23 September 2014 between Dr. P.B. Jayasundera, Secretary, Ministry of Finance and Planning and Mr. Kiyoshi Amada, Chief Representative of JICA Sri Lanka Office on behalf of the Government of Sri Lanka and JICA respectively.[6] The Secretary to the Ministry of Mass Media and Information, Dr Charitha Herath is responsible for the project.[7]
