He was elected to the Lok Sabha in the Indian general elections, 2014 from the Muzaffarnagar constituency.[1] He defeated Kadir Rana of the Bahujan Samaj Party by a margin of more than four lakh votes. He was appointed as minister of state for Agriculture and food processing in the National Democratic Alliance government in May 2014. Then, in July 2016, he was moved to be Minister of State for Water Resources, River Development & Ganga Rejuvenation, under Minister Uma Bharti.[2][3] He comes from Kutbi village in Muzaffarnagar district.[4] Muzaffarnagar RiotsBalyan is an accused in the 2013 Muzaffarnagar riots.
