He represents the state of Uttar Pradesh. He was appointed Vice President of the Bharatiya Janata Party (BJP), Uttar Pradesh in February 2012 under the presidency of Surya Pratap Shahi. He is known for his work during his tenure as the Cabinet Minister in the state of Uttar Pradesh, when he initiated an Education for all scheme which tied together ten districts for the first time and for his efforts to reform conditions for prisoners, and various Rural Development Schemes. Background, family and educationShiv Pratap Shukla was born in Khajni,Rudrapur, Uttar Pradesh, a village near Gorakhpur district, India, to Mr Rama Shankar Shukla and Mrs Parvati Shukla in a middle class Brahmin family. He is a law graduate from Deen Dayal Upadhyay Gorakhpur University. Shukla married Janki Shukla on 11 May 1980 and they have three daughters Priti, Niti and Shruti. He currently lives in Gorakhpur. Political careerEarly careerS.P.Shukla’s life as a politician started in the early 1970s when he was the student leader of Akhil Bharatiya Vidyarthi Parishad (ABVP) and elected as the Provincial Secretary of Bharatiya Janata Yuva Morcha (BJYM) in 1981. He was several times jailed in student agitation. During the emergency he was arrested under the Maintenance of Internal Security Act (MISA) and was in prison for 19 months from 26 June 1975 to 1977. ABVP to Bharatiya Janata PartyShukla campaigned in the General Elections in 1989 and was elected a member of the Uttar Pradesh Legislative Assembly, defeating Shri Sunil Shashtri of INC.[3] He was elected as Member of the Legislative Assembly four consecutive times in 1989, 1991, 1993 and 1996.[3] Minister of state in the BJP governmentShukla was appointed as a state minister in Bharatiya Janata Party (BJP) led governments in Uttar Pradesh. He was appointed as the cabinet Minister for Jails[4][5][6] in 1996-1998 under Bharatiya Janata Party-Bahujan Samaj Party a short-lived coalition government of Mayawati & Kalyan Singh & later on appointed Minister for Rural Development [7][8] in year 1998-2002 under BJP government of Rajnath Singh. Before this tenure he also held ministerial post during BJP government of 1991-1992 of Kalyan Singh.he has been named in the third cabinet extension of current modi government. Appointment as the vice president of U.P.In year 2012, he was appointed as the office bearers of BJP in U.P. and was given the post of vice president[9] .[10] This was the period when Surya Pratap Shahi was elected as the president. During this tenure, Mr. Shukla managed the framework structure of the general elections of Uttar Pradesh along with Shri Shahi. He also worked for various rath yatras during this period like the ganga smagra yatra [11][12] and jan swabhimaan yatra both in year 2012. He is still on the post till date.He is known for his silent working style.A year ago he was trying to get elected for legislative council in Uttar Pradesh but just before up assembly elections his fortune turned around sharply and on 2 September 2017 he has been named for new ministers in Modi government.His sudden rise of stature indicates something for which one has to read in between the lines in current political scenario of Uttar Pradesh!
