Wiley was born on August 14, 1895 in Taylor County, Florida, the son of Daniel C. Cox and Cynthia S. Cox.[2] He served in the United States Army in World War I. He was a citrus farmer. He was also a preacher in Primitive Baptist churches. He married Frances Seay Croft (b. 1896, Dade City, d.January 4, 1979) on July 16, 1920 in Dade City. With his wife he ran a tourist home for many years in Vero Beach. Wiley died on January 31, 1978 at 82 years old. He is buried in Winter Beach, Florida.
