He was a member of the Wisconsin State Senate, representing Wisconsin's 1st Senate District. He was a member of the Republican Party.[1] Ellis was born in Topsham, Maine, and later moved to Peshtigo, Wisconsin. He worked as a superintendent for the Peshtigo Lumber Company.
