Adams was educated at the University of Glasgow and Balliol College, Oxford. He lectured in economics at the University of Chicago from 1902, founding and editing the journal Political Quarterly from 1914 to 1916. He returned to Oxford University to be reader and then Gladstone professor of political theory and institutions from 1910 to 1933.[1] From 1933 to 1945 he was Warden of All Souls College, Oxford.[2] Works
