The son of Peter Jaffray, a native of Scotland, and Mary Ann Gittins, he was born in Shrewsbury. In 1851, his father established the Galt Reporter in 1847; Jaffray joined him as a partner in 1851. He became editor of the Galt Reporter and Berlin Chronicle in 1856.
