Walker was born in Glasgow, Scotland, and arrived in Sydney with his parents in 1837.^[1] He was elected as member for Windsor in the New South Wales Legislative Assembly on 12 March 1860, holding the seat until 15 November 1869.^[1]

On 8 February 1888 Walker was appointed to the New South Wales Legislative Council for life.^[1]
