At the time, only one club per English city could enter the UEFA Cup; thus, fellow London club Arsenal were excluded in spite of finishing second in the League. This rule had applied in all countries in the Fairs Cup, but it was the Football League, not UEFA, which continued to apply it in England in the UEFA Cup. {{cite news|title=Three up and down for top two divisions |last=Fox |first=Norman |date=2 June 1973 |work= The Times |nopp=Y |page=Issue 58798, p. 23, col.
