The Republic of Ireland, which were selected by UEFA on 9 December 2016, will host the tournament.[1] A total of 16 teams will play in the tournament, with players born on or after 1 January 2002 eligible to participate. Starting from this season, up to five substitutions are permitted per team in each match.[2] Moreover, each match has a regular duration of 90 minutes, instead of 80 minutes in previous seasons. Same as previous editions held in odd-numbered years, the tournament acts as the UEFA qualifiers for the FIFA U-17 World Cup. The top five teams of the tournament will qualify for the 2019 FIFA U-17 World Cup in Brazil as the UEFA representatives. The Netherlands are the defending champions. Qualification{{main|2019 UEFA European Under-17 Championship qualification}}All 55 UEFA nations entered the competition, and with the hosts Republic of Ireland qualifying automatically, the other 54 teams will compete in the qualifying competition to determine the remaining 15 spots in the final tournament.[3] The qualifying competition consists of two rounds: Qualifying round, which takes place in autumn 2018, and Elite round, which takes place in spring 2019.[4] Qualified teamsThe following teams qualified for the final tournament. Note: All appearance statistics include only U-17 era (since 2002).
Final drawThe final draw was held on 4 April 2019, 18:30 IST (UTC+1), at the Aviva Stadium in Dublin, Republic of Ireland.[5] The 16 teams were drawn into four groups of four teams. The hosts Republic of Ireland were assigned to position A1 in the draw, while the other teams were seeded according to their results in the qualification elite round. The seven best elite round group winners (counting all elite round results) were placed in Pot 1 and drawn to positions 1 and 2 in the groups, and the remaining eight teams (the eighth-best elite round group winner and the seven elite round group runners-up) were placed in Pot 2 and drawn to positions 3 and 4 in the groups. {{#invoke:Sports table|main|style=WDL|source=[https://www.uefa.com/under17/season=2019/standings/round=2000949/ UEFA] |highest_pos=0 |show_groups=T |group_IRL=— |name_IRL={{fbu|17|IRL}} |group_ITA=1 |name_ITA={{fbu|17|ITA}} |group_NED=2 |name_NED={{fbu|17|NED}} |group_ENG=3 |name_ENG={{fbu|17|ENG}} |group_ISL=4 |name_ISL={{fbu|17|ISL}} |group_ESP=5 |name_ESP={{fbu|17|ESP}} |group_POR=6 |name_POR={{fbu|17|POR}} |group_BEL=7 |name_BEL={{fbu|17|BEL}} |group_FRA=8 |name_FRA={{fbu|17|FRA}} |group_AUT=1 |name_AUT={{fbu|17|AUT}} |group_CZE=2 |name_CZE={{fbu|17|CZE}} |group_GER=4 |name_GER={{fbu|17|GER}} |group_GRE=5 |name_GRE={{fbu|17|GRE}} |group_RUS=6 |name_RUS={{fbu|17|RUS}} |group_HUN=7 |name_HUN={{fbu|17|HUN}} |group_SWE=8 |name_SWE={{fbu|17|SWE}} |update=complete |win_IRL=0 |draw_IRL=0 |loss_IRL=0 |gf_IRL=0 |ga_IRL=0 |status_IRL= |win_ITA=3 |draw_ITA=0 |loss_ITA=0 |gf_ITA=9 |ga_ITA=1 |status_ITA= |win_NED=3 |draw_NED=0 |loss_NED=0 |gf_NED=12|ga_NED=2 |status_NED= |win_ENG=2 |draw_ENG=1 |loss_ENG=0 |gf_ENG=8 |ga_ENG=4 |status_ENG= |win_ISL=2 |draw_ISL=1 |loss_ISL=0 |gf_ISL=9 |ga_ISL=5 |status_ISL= |win_ESP=3 |draw_ESP=0 |loss_ESP=0 |gf_ESP=4 |ga_ESP=0 |status_ESP= |win_POR=3 |draw_POR=0 |loss_POR=0 |gf_POR=6 |ga_POR=2 |status_POR= |win_BEL=3 |draw_BEL=0 |loss_BEL=0 |gf_BEL=8 |ga_BEL=2 |status_BEL= |win_FRA=3 |draw_FRA=0 |loss_FRA=0 |gf_FRA=6 |ga_FRA=0 |status_FRA= |win_AUT=1 |draw_AUT=1 |loss_AUT=1 |gf_AUT=6 |ga_AUT=5 |status_AUT= |win_CZE=2 |draw_CZE=0 |loss_CZE=1 |gf_CZE=5 |ga_CZE=5 |status_CZE= |win_GER=1 |draw_GER=2 |loss_GER=0 |gf_GER=5 |ga_GER=4 |status_GER= |win_GRE=2 |draw_GRE=0 |loss_GRE=1 |gf_GRE=3 |ga_GRE=2 |status_GRE= |win_RUS=2 |draw_RUS=0 |loss_RUS=1 |gf_RUS=7 |ga_RUS=4 |status_RUS= |win_HUN=2 |draw_HUN=0 |loss_HUN=1 |gf_HUN=4 |ga_HUN=4 |status_HUN= |win_SWE=1 |draw_SWE=1 |loss_SWE=1 |gf_SWE=2 |ga_SWE=3 |status_SWE= |team0 =IRL |pos_IRL=— |split0=yes |team1 =NED |team2 =ITA |team3 =BEL |team4 =FRA |team5 =POR |team6 =ESP |team7 =ISL |team8 =ENG |split8=yes |team9 =RUS |team10=GRE |team11=CZE |team12=HUN |team13=GER |team14=AUT |team15=SWE |class_rules=1) points; 2) goal difference; 3) goals scored; 4) disciplinary points; 5) coefficient; 6) drawing of lots. |res_col_header=Seeding |result0 =H |result1 =1 |result2 =1 |result3 =1 |result4 =1 |result5 =1 |result6 =1 |result7 =1 |result8 =2 |result9 =2 |result10=2 |result11=2 |result12=2 |result13=2 |result14=2 |result15=2 |col_H=green1 |text_H=Hosts |col_1=green1 |text_1=Pot 1 |col_2=blue1 |text_2=Pot 2 }} VenuesThe tournament is hosted in seven venues:
