The 2019 Western Cape Provincial Election will be held on the 8th of May 2019 to elect the 6th Western Cape Provincial Parliament. It will be the sixth provincial election held since the establishment of the provincial legislature in 1994, and also the second held since the death of Nelson Mandela.

Incumbent Premier Helen Zille of the Democratic Alliance is term-limited and cannot seek reelection to a third term. The party has nominated Alan Winde to succeed her.[1][2]

Background

The 2014 provincial election resulted in the continuation of the incumbent Democratic Alliance provincial government headed by Helen Zille. This would be Zille's second and final term as Premier of the Western Cape. The party increased its seat total from 22 to 26 seats. The African National Congress, with Marius Fransman as its Chairperson, remained the Official Opposition with 14 seats and the newly-formed Economic Freedom Fighters became the third largest party with only 1 seat. The African Christian Democratic Party retained its sole seat.[3][4]

Candidates for premier

Democratic Alliance

On 1 July 2018, the Democratic Alliance announced its list of candidates nominated for the position of premier.[5] These candidates included:

  • Fazloodien Abrahams, an attorney from Mitchells Plain
  • Bonginkosi Madikizela, incumbent Democratic Alliance provincial leader; incumbent Provincial Minister of Human Settlements; incumbent Member of the Western Cape Provincial Parliament; former Provincial Minister of Housing
  • David Maynier, incumbent Member of the National Assembly
  • Kelly Baloyi, a student with a degree in political science
  • Jacobus MacFarlane
  • Alan Winde, incumbent Provincial Minister of Economic Opportunities; incumbent Member of the Western Cape Provincial Parliament; former Provincial Minister of Finance, Economic Development and Tourism
  • Micheal Mack

On 19 September 2018, Democratic Alliance leader, Mmusi Maimane, announced Alan Winde as the party's premier candidate.

African National Congress

The provincial African National Congress has not yet announced its premier candidate or the list of candidates to replace acting chairperson Khaya Magaxa. Magaxa took over as Chairperson after Fransman was suspended. Magaxa has declined to run for the position of Chairperson and ruled out being the party's premier candidate. Provincial Secretary-General Faiez Jacobs has also said that he would not be a contender for both positions. There is a possibility that the party will not announce a premier candidate over concerns that it would divide the party. Here are a few candidates that are mentioned as possible contenders for the position of chairperson and premier candidate:

  • Ebrahim Rasool, incumbent Western Cape ANC Head of Elections; former South African Ambassador to the United States; former Premier of the Western Cape
  • Cameron Dugmore, incumbent Member of the Western Cape Provincial Parliament; former Provincial Minister of Cultural Affairs and Sport; former Provincial Minister of Education
  • Bongani Mkongi, incumbent Deputy Minister of Police; incumbent of Member of the National Assembly of South Africa[6]
  • Pat Lekker, incumbent Member of the Western Cape Provincial Parliament[7]

On 18 March 2019, the party announced that its elective conference will be held after the 2019 elections.[8]

African Christian Democratic Party

  • Ferlon Christians, incumbent Member of the Western Cape Provincial Parliament

In February 2019, the party selected Christians as its premier candidate.[9]

Freedom Front Plus

  • Peter Marais, former Mayor of Cape Town; former Premier of the Western Cape

On 22 January 2019, the party announced that it had nominated Marais to be the party's premier candidate.[10]

Good

  • Patricia de Lille, incumbent Leader of Good; former Mayor of Cape Town

On 10 February 2019, the party announced that it had nominated De Lille to be the party's Western Cape Premier candidate.[11]
