The Hakim Marnissi Case is an investigation into a French Islamist radical, Hakim Marnissi, for an attempted attack on the naval base of Toulon. He was arrested 29 October 2015 after receiving a hood and combat knife with integrated brass knuckles via mail order. Marnissi was indicted on 2 November for criminal association with a terrorist enterprise and imprisoned.^[1]

In the summer of 2014, Marnissi came to the attention of the DGSI when he started posting Facebook messages of support to volunteer fighters in the Syrian-Iraqi combat who were under the banner of Daech. While monitoring Marnissi, the police intercepted several emails exchanged directly with French jihadists currently fighting in Syria.^[2]^[3]

After being arrested, Marnissi told police that he initially wanted to fight in Syria, but since he was prohibited from leaving the country, he decided to "default" to an attack on French soil. Marnissi confirmed that his intended targets were "one or more naval bases in Toulon", home to most of France's naval force. "He was radicalized astonishingly quickly," Le Figaro quotes an informed source. "After separating gradually from his family and inner circle, he found refuge in a silent attitude, then isolationism."^[1]
