Anna Lopez Brosche (born June 20, 1972) is an American politician and small business owner who is currently a member of the Jacksonville City Council, the legislative governing body of the consolidated government of the City of Jacksonville and Duval County, Florida. She represents At-Large District 1 and was elected to office in July 2015 to serve a four-year term. She served as City Council President from July 2017 to June 2018.[1] Brosche is the Managing Partner of Ennis, Pellum and Associates, CPAs, one of Jacksonville's largest independent Certified Public Accounting firms.

History

Brosche was born and mostly raised in Jacksonville, Florida. Her father is a Native of Haganoy, Bulucan, Philippines and her mother is from Duluth, Minnesota. While in the Philippines he joined the US Navy as a Disbursing Clerk (DK) and was stationed primarily in Jacksonville, Florida. Deployments led them to Northern California, and Pensacola, Florida, but he and his family always returned to Jacksonville, Florida. She graduated from Pine Forest High School in Pensacola before returning to Jacksonville to attend Florida Junior College. She then went on to the University of North Florida and obtained her Bachelor in Business Administration (Accounting) and her Master of Accountancy (M.Acc).

Brosche began her Accountancy career with Ernst & Young LLP and then served as Finance Director for a technology law firm. In 2001 she joined Ennis, Pellum & Associates, CPAs where she was part of the Audit practice. In 2006, Brosche was admitted to Shareholder as the Audit Partner and in 2012 she became Managing Shareholder and continues to lead the company. She is the champion of Ennis, Pellum & Associates, CPAs firm culture, which has earned numerous Best Places to Work awards in various local, state and national publications.[2]

In 2015, Brosche was elected to the Jacksonville City Council, At-Large Group 1, and became the first Asian-American council member in Jacksonville and the first Filipino-American City Council Member in the state of Florida. In 2017 she was elected by her peers to serve a 1-year term as the President of the City Council,[1] where she championed open government, Jacksonville's civil rights history, and inclusiveness.

Political History

Early in her presidency Brosche responded to the Charlottesville, VA "Unite the Right Rally" by announcing that she wanted an inventory of all the Confederate Monuments and markers within the City of Jacksonville.[3] She took steps to clarify her position. Gaining support and also criticism for her role she also received threats of violence.[4][5] Ultimately Brosche formed a Task Force on Civil Rights co-chaired by Civil Rights activist and Ax Handle Saturday survivor Rodney Hurst which led to the generation of a timeline of Jacksonville's rich African-American history.[6][7]

Brosche's term saw the potential sale of the JEA, Jacksonville's water and power utility, which became a proxy war between her and the mayor of Jacksonville.[8]

Brosche was a candidate for Mayor of Jacksonville in the 2019 election. She amassed 24% of the vote in her bid, coming in second to incumbent Lenny Curry.
