In 2016, police discovered a child rape network run from Berkhamsted in Hertfordshire, England, led by Michael Emerton from Berkhamsted. Emerton had committed a large number of serious sexual offences against children including rape and had assisted and encouraged at least seven other men who were also sexually abusing children.[1][2]

The discovery resulted in a major child sex abuse investigation spanning most of 2017 which helped uncover hundreds of child abusers worldwide.[1]

Some members of the network received significant prison sentences. Judge Michael Kay lamented how so many working in the criminal justice system have "time and again to read about and sift through the evidence and detail of sexual depravity, very often involving children".[4]

Operation Pendent

In 2016, Bruce Child, 63, tried to meet someone in Leicester he believed to be a 12-year-old girl. This person was really an undercover police officer and he was arrested. After examining computers and other items belonging to Child, police identified ring leader Michael Emerton[5] and launched Operation Pendent.

Operation Pendent was a major child sex abuse investigation spanning most of 2017 into a network of abusers who committed a large number of serious sexual offences, including rape, against children younger than 13. The network was centred around Michael Emerton from Berkhamsted, who received nine life sentences.[1]

The operation, led by Hertfordshire Constabulary, helped uncover hundreds of child abusers worldwide. Six were jailed on 20 December 2017[1][2] and a seventh was jailed in February 2018.[9]

Chief Inspector Dee Perkins at Hertfordshire Constabulary said intelligence was shared with "more than 50 other law enforcement agencies" and "no stone has been left unturned". This included informing the Department of Homeland Security about a suspect in United States, who was arrested within 48 hours.[1]

Sentences

At least eight members of the rape network were sentenced on various dates in 2017 and 2018. Six, including Emerton, received prison sentences on 20 December 2017.[1]

Judge Michael Kay said the case undermined his faith in humanity and "It is a sad feature of life as a judge in the criminal court, and for others involved in the criminal justice system that one has time and again to read about and sift through the evidence and detail of sexual depravity, very often involving children".[3]

Michael Emerton

As the network's ringleader, Michael Emerton from Berkhamsted received a total of nine life sentences in 2017 for a litany of sexual assaults against children and for encouraging others to commit similar crimes. He had raped children, sent live footage of child sex abuse to other defendants and had arranged incidents where he and other defendants engaged in sexual activity in front of children.

Seven of the life sentences were imposed on 23 March 2017 and Emerton must serve at least 10 years. These were for 20 offences including raping a child on four occasions and inciting a child to partake in sexual activity on three occasions.

He received the other two life sentences on 20 December 2017 for child sexual offences including a rape conspiracy with other defendants. If eventually released, he will remain on licence for life.

Judge Michael Kay said the children Emerton abused face a "lifetime of difficulties" and psychological trauma. Chief Inspector Dee Perkins at Hertfordshire Constabulary said Emerton "mercilessly exploited children for his own sexual gratification" and his nine life sentences "reflects the disturbing nature of his actions".[1]

Bruce Child

Bruce Child from Bexhill in East Sussex received sentences totalling 21 years for rape and other sexual offences against children.

In March 2017, he was given a three-year sentence for grooming and trying to meet a 12-year-old girl and for two separate offences in which he made indecent pictures of children.[4]

He received a further 18 years on 10 May 2018 for indecently assaulting a girl younger than 16 and for raping her multiple times when she was over 16. He committed these offences in the Hastings area from the late 1980s to the early 1990s. The 18-year sentence incorporates two seven-and-a-half year sentences for rape and two one-and-a-half year sentences for the indecent assaults, to run consecutively. Detective Constable Chris Smith at Sussex Police said "Child cynically manipulated and took advantage of her for many years". He also received a six year concurrent sentence for assisting Michael Emerton's child sex offences.[5]

Thomas Perry

On 20 February 2018, Thomas Perry from Northchurch near Berkhamsted was jailed for 14 years of which he must serve at least six years and eight months.[6] He was convicted on 7 December 2017 of planning the rape of a child younger than 13, of a separate conspiracy to engage a child younger than 13 in sexual activity, and of sexual acts in front of a child younger than 13.[1]

He had plotted with Michael Emerton the rape of a young schoolgirl who was a customer at a Tesco branch in Berkhamsted where Perry was a manager. Perry intended on inebriating the girl with alcohol, tying her up, blindfolding her, gagging her and then raping her.

Perry's name was added to the sex offenders' register for life and he was given a Sexual Harm Prevention Order.[6]

Matthew Webby

On 20 December 2017, Matthew Webby of Hemel Hempstead, Hertfordshire was sentenced to nine years in prison with an extended licence of five years. He had engaged in sexual acts with a child twice and planned on doing so another time, planned on raping a child and had possessed indecent images of children.[1]

Robert Lindsay

On 20 December 2017, Robert Lindsay of Markyate, Hertfordshire was jailed for five years and three months with another three years on licence. He had planned on raping a child and on engaging in sexual acts with a child. He caused or incited a 17 year old to be sexually exploited. He also made indecent pictures of a child.[1]

In March 2018, Lindsay's sentence was increased by the Court of Appeal to seven and a half years with the same three years of extended licence. Lady Justice Macur said the previous sentence "did not adequately reflect the total criminality of Robert Lindsay". The Solicitor General said Lindsay's crimes "will have had a devastating and lasting effect on their victims" and are "truly despicable".[7]

Paul Stevens

On 20 December 2017, Paul Stevens, formerly of Northchurch near Berkhamsted, Hertfordshire, was given a 10-year prison sentence with an extended licence of five years. He had been intent on raping a child younger than 13 and sexual acts with a child younger than 13.[1]

Simon Wintle

Simon Wintle of Hemel Hempstead in Hertfordshire was given a prison sentence of two and a half years on 20 December 2017, for engaging in sexual activity in front of a child and for conspiring to do so on a separate occasion.[1]

David Overall

David Overall of Stevenage in Hertfordshire was given a two-year prison sentence on 20 December 2018, for viewing and distributing to four others indecent photographs of children.[9]

Overall had distributed indecent images of children including:

  • 10 category A images (the most extreme category)
  • 8 category B images, and
  • 20 category C images[10]
