HistoryFormed in December 2010, CICRA is responsible for administering and enforcing the Competition (Jersey) Law 2005 and The Competition (Guernsey) Ordinance, 2012. The purpose of the legislation is to prevent consumers being harmed by anti-competitive or exploitative behaviour in the market.[1] The decision to form a joint body was taken because of the similarity of needs and the reduction in duplication through economies of scale. As of July 2016, Michael O’Higgins will chair the Jersey Competition Regulatory Authority (JCRA), and the Guernsey Competition Regulatory Authority (GCRA), Together, these bodies make up the Channel Islands Competition and Regulatory Authorities (CICRA). The JCRA and GCRA administer different laws in each island respectively but share resources and cooperate on pan-Channel Island issues. After appointment in both jurisdictions, Mr O’Higgins became Chair of CICRA.[3] There are less than ten staff spread between two offices in the two islands.[4] Areas of contentionAn investigation by CICRA into possible market abuse by a States of Guernsey contract in 2016 has been blocked as the States of Guernsey have refused to supply CICRA with the necessary funding.[5] The investigation being dropped in January 2017 due to lack of funding.[6] The ownership of regulated companies by the governments, such as Jersey Post and Guernsey Electricity can produce conflicts.[1] Official website{{Official website|cicra.gg/index.aspx}}See alsoReferences1. ^1 {{cite web |url=http://www.oxera.com/getmedia/17401ec0-3dba-44f0-8b7e-cbc83208042e/A-review-of-the-Jersey-regulatory-and-competition-framework.pdf.aspx?ext=.pdf |title=A review of the Jersey regulatory and competition framework |publisher=Oxera |date=16 November 2015}} 2. ^{{cite web |url=http://www.cicra.gg/_files/Strategic%20Aims.pdf |title= Strategic Aims |publisher=CICRA}} 3. ^{{cite web|url=http://www.gov.je:80/News/2016/pages/cicranomination.aspx|title=Nomination for chairman of competition authority|first=States of|last=Jersey|website=www.gov.je}} 4. ^1 {{cite web |url=http://www.cicra.gg/_files/Annual%20Report%202012.pdf |title=Annual Report 2012 |publisher=CICRA}} 5. ^{{cite web |url=http://guernseypress.com/news/2016/03/29/cicra-denied-states-cash-to-probe-market-abuse/ |title=Cicra denied States cash to probe ‘market abuse’ |publisher=Guernsey Press |date=29 March 2016}} 6. ^{{cite web |url=http://guernseypress.com/news/2017/01/30/cicra-drops-inquiry-into-alleged-states-contract-abuse-due-to-funds-delay/ |title=Cicra drops inquiry into alleged States contract abuse due to funds delay |publisher=Guernsey Press |date=30 January 2017}} 5 : Economy of Jersey|Economy of Guernsey|Communications authorities|Competition regulators|Consumer organisations in the United Kingdom |
