Citizens for Local Democracy (C4LD) was a grassroots political entity primarily spearheaded by former Toronto mayor John Sewell, forming in Toronto, Canada, in 1996.[1] Reacting to Bill 103, the Mike Harris government's plan to amalgamate the five cities of Toronto, Scarborough, York, North York, Etobicoke, and the former borough of East York, C4LD meetings were held weekly at Metropolitan United Church, and included addresses by well-known "megacity" opponents like John Raulston Saul and Margaret Atwood.[2] Despite a public referendum yielding a 76% No vote, and C4LD meetings peaking at 2000 people in attendance, Bill 103 went into effect on January 1, 1998.[3][4] There was debate within the ranks of C4LD on how to move forward, and meetings of declining attendance lasted until 2001.[5]
