Andrey Anatolievich Klementyev (born August 22, 1954) is a Russian businessman, public figure, and failed mayor of Nizhny Novgorod in 1998.

An acquaintance and a former friend, an ally of the Russian politician Boris Nemtsov.[1] Friends quarreled after Boris Nemtsov initiated, according to Andrei Klimentyev, a criminal case against him on charges of embezzling $18 million of loan funds.

Biography

He was born on August 22, 1954, in the city of Gorky. After graduation, he entered the Automobile Faculty Gorky Polytechnic Institute, but in the 5th year he dropped out.

In 1982, along with two brothers, he was accused of distributing pornographic video products (Article 228 of the Criminal Code of the RSFSR) and "preparing for fraud in especially large amounts" (articles 15–147).[2] Klimentyev was sentenced to punishment in the form of 3 + 5 years (full addition) of imprisonment. In 1989, he freed himself and began to engage in business. He became head of the board of trustees of the Fund for Assistance to Prisoners. In the 1990s, he owned a nightclub, several supermarkets, and a controlling stake (73 percent) of the Navashino Shipyard.

In September–October 1993, he actively supported the presidential decree Yeltsin No 1400, opposing the Supreme Council of the Russian Federation. According to "Kommersant", in the autumn of 1993 he financed election campaigns Boris Nemtsov in Federation Council and Tatiana Chertoritskaya State Duma, spending about 100 million rubles.

Klimentyev was familiar with Boris Nemtsov since 1980, being his friend until the mid-1990s. In 1993, with the help of Nemtsov, the state enterprise "Navashinsk Shipyard" (director A. S. Kislyakov) managed to obtain a state loan of $ 30 million, part of which was subsequently stolen. By decision of the Supreme Court, the amount of theft is 48 thousand dollars for two (Kislyakov and Klimentyev). On October 17, 1995, he was arrested in Tashkent by Nizhny Novgorod investigator L. V. Denisov, that is, extended the activities of the Russian Prosecutor's Office to the territory of Uzbekistan, similar to the case of Razvozzhayev. While in jail, Klimentyev ran for two deputies: in 1995 – in the State Duma and in 1996 – in the city duma of Nizhny Novgorod. On April 21, 1997, accused of 6 articles of the Criminal Code of the Russian Federation, was found guilty under art. 160 h. 3 of the Criminal Code ("Theft of someone else's property"), sentenced to imprisonment for a period of 1 year 6 months and 4 days, released from custody in the courtroom due to the fact that he had already served this term in the SIZO.

During the trial Klimentyev accused Nemtsov of getting and extorting bribes. Thus, according to him, Nemtsov asked him to pay a US $ 2 million debt to the US Bank of New York for the bank Nizhegorodets, where a representative of the Bank of New York Natalia Gurfinkel-Kagalovskaya transferred the money (which was declared an erroneous transfer). At the same time, Nemtsov wanted to get 400 thousand dollars from the return amount. Subsequently Nemtsov had to turn to the director of Nizhny Novgorod state enterprise "Nizhpoligraf", persuading him to lay a new building that was not subject to privatization. Thanks to the actions of Anatoly Chubais, then head of State Property Committee, the transaction was carried out. The loan was not returned, and the building passed to Inkombank.[3][4]

In addition, as Klimentyev said, Nemtsov hoped to receive 800 thousand dollars for helping the shipyard in obtaining a loan. Klimentyev said that the issue of allocating a loan was discussed at the dacha with Egor Gaidar along with Nemtsov, the Minister of Finance Boris Fedorov, his deputy Andrei Vavilov and Evgeny Krestianinov (chairman of the legislative assembly of the Nizhny Novgorod region). Nemtsov himself did not deny the fact of the meeting at Gaidar's dacha, but the accusation of Klimentyev was called slander.[5]

March 29, 1998 was elected mayor of Nizhny Novgorod, receiving 34% of the vote, however, on April 1, the elections were declared invalid. On March 30, 1998, the petition of Prosecutor Shevelev on the arrest of Klimentyev was rejected, and on April 2, 1998, also on the petition of the prosecutor, was arrested and on May 27 was sentenced to six years of imprisonment with confiscation of property. He served his sentence in colony No. 9 Dzerzhinsk. In 1999, he was transferred to the settlement after four court decisions. On October 3, 2000, he was released on parole from the colony-settlement of Gidaevo, Kirov region.

In 2001, he took part in the election of the governor of the Nizhny Novgorod region, taking the fifth place. Plenipotentiary representative of the president in the Volga Federal District Sergey Kirienko before the elections said: "I will resign if Klimentyev wins the election".[6] During the election campaign Klimentyev was subjected to strong information pressure: in the city there were posters with images of prostitutes, bandits and homosexuals calling to vote for Klimentyev.[7][8] During the elections, Klimentyev was taken away from a five-year-old child, and after the election they were returned. In the procedure of elections and confiscation of the child, the mother's mother, Klimentyev's ex-wife Oksana Gennadievna participated. According to Klimentyev, the operation was led by SV Kirienko, Lyubov Glebova and Moscow gallery owner Marat Gelman. In the fall of 2002, Klimentyev ran for the election of the mayor of Nizhny Novgorod, but he was removed from the elections 30 minutes before the voting day by the Nizhny Novgorod District Court, Judge Vavilicheva, who after this decision went to the regional court. Vavilicheva's father is the chairman of the Soviet district court. In 2003, Klimentyev ran for the State Duma in the Kanavinsky District, but was filed for {{ill|Denis Gorbushin|ru|Горбушин, Денис Геннадьевич}} because of the unreliability of the collected signatures.[9] After checking the Prosecutor General's Office it was established that the sheets with signatures were completely replaced in the Election Commission of the Kanavinsky District of the city of Nizhny Novgorod.

In January 2006, Klimentyev was arrested on charges of "robbery, by threshing" (Article 161 part 3 of the Criminal Code), which, as a result of the court session, was lost somewhere. In 2007, he was found guilty of fraud and sentenced to two and a half years in prison (the year he spent in the SIZO included in this period). While in detention, Klimentyev wrote an autobiography "Between Power and Prison".[10] In January 2009, the court lowered the term of imprisonment for two months to Klimentyev.[11] Subsequently, the Regional Court of the Nizhny Novgorod region, without protest of the prosecutor, canceled the reduction of the term by the court of first instance (as in {{ill|Ian Timofeevich Rokotova|ru|Рокотов, Ян Тимофеевич}} in the 60s).
