Barton Donald Higgs was born in 1927 in Malvern, Victoria, Australia. Mayor of North Sydney Council from December 1962 to December 1964 Alderman for the Fitzroy Ward of the Council of the City of Sydney from 4 December 1965 to 13 November 1967. The council was replaced by a three member Commission at that time. Barton was the unsuccessful candidate for the Liberal Party of Australia for the division of Manly in the NSW Legislative Assembly. He was appointed to the NSW Fish Authority in 1968 and resigned in 1972 when he moved to Queensland. References
