The Catskill Mountains Scenic Byway (CMSB) extends for 52 miles along New York State Route 28 and portions of New York State Routes 42 and 214 through the heart of the Central Catskills (Ulster and Delaware Counties) in southeastern New York State.^[1]. Description

The Byway winds through the Esopus Creek and East Branch of the Delaware River Valleys, offering scenic mountain views and access to wild lands of the Catskill Forest Preserve. The route traverses the Catskill Park, a tapestry of public and private lands^[4]; passes Belleayre Mountain Ski Center^[5], and links two of New York City’s largest reservoirs, the Ashokan and the Pepacton^[6]. With much of the region protected as public land, this area has been a mecca for travelers, artists, writers, nature enthusiasts and seekers of peace and beauty for generations. Its unique culture is focused largely on natural resource-based industry, small scale agriculture, outdoor recreation, history and the arts. The Catskill Interpretive Center, which serves as the gateway to the region, is located on the Byway^[7].

Origins/Designation

The Catskill Mountains Scenic Byway was proposed by the Central Catskills Collaborative which consists of representatives appointed by the six municipalities through which the Byway passes^[8]. The Collaborative and its consultant, Genius Loci Planning^[9], documented the region’s beauty and its recreational, cultural and historic assets in a comprehensive Scenic Byway Corridor Management Plan^[1]. The plan prompted the Scenic Byways Advisory Board to recommend to the New York State Legislature that the CMSB be added to the statewide Scenic Byway network^[10]. Legislation officially designating the CMSB was adopted in June 2015, and was signed into law by Governor Andrew Cuomo in November 2015. The multi-year effort to achieve designation involved local governments, public agencies, private citizens and non-profit organizations including the Catskill Center for Conservation^[11] and Development and the Catskill Watershed Corporation aiming to raise the visibility and enhance the economy of the Central Catskills^[12].

Administration

The elected officials of the Byway’s municipalities formed a Route 28 Leaders Group to address common issues and to form the Byway’s Board of Directors. The Central Catskills Collaborative operates in an advisory capacity to the Board, planning Byway promotional and marketing initiatives and soliciting support and involvement from Byway businesses. The Central Catskills Chamber of Commerce serves as administrator of CCC and Byway activities^[13]
