Dubravka Nègre ({{lang-sr-cyr|Дубравка Негре}}; 6 November 1978) is the Head of the Regional Representation of the European Investment Bank for the Western Balkans since August 2016^[1]. The EIB is a Luxembourg-headquartered European Union bank and is the largest multilateral financial institution in the world. It has been active in the former Yugoslavia since 1977, when it helped the construction of the Brotherhood and Unity Highway^[2].

Dubravka Nègre was born on 6 November 1978 in Belgrade, Serbia.

At the moment of her appointment as the Head of the EIB Regional Representation, Nègre was the only woman in Serbia heading an international financial institution^[3].

Biography

Education

Dubravka Nègre graduated from the Faculty of Economics in Belgrade, Department of Banking and Finance, and she holds a M.Sc. in International Economics and Management from the SDA Bocconi University in Milan. Nègre also attended the Master of Business Administration program at the Anderson School of Management at UCLA Los Angeles. She speaks Serbian, English, Italian and French^[4].

Professional experience

Nègre has been heading the EIB Regional Representation for the Western Balkans since August 2016. During that time, the EIB recorded significant results, doubling its investments in Serbia and in other countries of the Western Balkans, and at the same time became renowned for its capital investments in the public and private sector in that part of Europe^[5]. During the same period, the EIB celebrated its 60-year anniversary as well as 40 years of activities in the Western Balkans^[6], and became a member of the National Alliance for Local Economic Development (NALED) and the Foreign Investment Council (FIC). Nègre represented the EIB in numerous national and international conferences and events in the fields of economy and business in the Western Balkan region^[7][8][9].

From 2004 to 2013, Nègre was in charge of financing projects in the countries of the Western Balkans, as well as in Croatia and Slovenia. During that period, Telekom Slovenia launched a capital investment programme for the rollout of the advanced broadband services^[10], and the financing for the construction of the terminal building in the port of Zadar in Croatia was secured. Nègre was also in charge of projects in Albania, such as the financing of the development of the Port of Durres^[11], as well as the construction and modernization of primary and secondary schools across Albania^[12]. She also worked on financing the rehabilitation of regional roads in Montenegro.

From 2008 to 2012, Nègre was responsible for the EIB’s investments in Serbia and in the Former Yugoslav Republic of Macedonia. During that period, the EIB secured financing for investment projects such as the Clinical Centre of Serbia, the Belgrade road bypass, as well as the construction of the Corridor 10 motorway^[13]. In the Former Yugoslav Republic of Macedonia, Nègre worked on a comprehensive investment to rebuild a sewage network and water supply^[14].

From 2013 to mid-2016, Nègre led public-private partnership projects in Ireland, such as the financing of new primary care centres, the expansion of the natural gas terminal in the port of Rotterdam^[15] and the concession of the highway in Scotland. In the United Kingdom, she followed the offshore wind farm projects.

For the first public private partnership project in Croatia, the construction of a new terminal at an airport in Zagreb, financed by the EIB with EUR 80 million^[16], Nègre received two professional awards (see the section below).

Nègre was a lecturer for Masters studies at the UCL in London^[17], the University of Donja Gorica in Montenegro, but also at the Faculty of Economics in Belgrade^[18]. For many years, Nègre wrote columns for the economic section of the Serbian “Politika” daily newspaper^[19].

Before her career at the EIB, Nègre worked in the media as a field television producer for CNN International, covering, inter alia, the war in Afghanistan in 2001, and a civil war in FYR Macedonia in 2002^[20]. She received an award from the US National Academy of Television, Arts and Science for her reporting on the liberation of the first town in Afghanistan, Mazar-i-Sharif, from Taliban power.

Private life

Married to Christophe Nègre since 2005. They have four children: Isadora, Masha, Doushka and Milan.

Publications

Nègre published several scientific papers on public private partnerships in cooperation with the Scientific Society of Economists of Serbia and Faculty of Economics^[21] and Faculty of Organizational Sciences in Belgrade^[22].

Prizes and awards

For the financing of the new airport terminal building in Zagreb, on behalf of EIB, Nègre received EMEA Finance Magazine European Deal 2013^[23], and Project Finance Deal 2013^[24] awards.
