Scott was raised on a farm outside of Littlestown, Pennsylvania. He earned a bachelor’s degree international politics at Georgetown University. He joined the United States Army and served as a military intelligence officer in the U.S. Army for 20 years. He was deployed in both Operation Desert Shield and Operation Desert Storm, retiring as a lieutenant colonel. In 2009, Scott entered the Lutheran Theological Seminary in Gettysburg, Pennsylvania.
