Oleg Gladkovsky (Svinarchuk until 2014, born February 5, 1970, Chudnov, Zhytomyr region, Ukraine) — Ukrainian manager, entrepreneur, politician, chairman of the Interdepartmental Commission for the Policy of Military-Technical Cooperation and Export Control, First Deputy Secretary of the Council of the National Security and Defense of Ukraine.

Biography

Oleg Gladkovsky was born in Chudnov, Zhytomyr region, Ukraine. He graduated from the Kyiv Road Institute. Gladkovsky received the qualification of an engineer in the organization of transportation and management of road transport.^[1]

He is married and has three children.

Career

• 1994-1997 – the director of the joint-stock company "Autotransservice".
• 1997-2012 – the Deputy General Director of CJSC "Ukrprominvest".
• Since 2005 – the Chairman of the Supervisory Board of Bogdan Corporation.
• 2012 – February 2015 – the President of the Bogdan Corporation.
• Since August 13, 2014 – the Chairman of the Interdepartmental Commission for the Policy of Military-Technical Cooperation and Export Control.^[2]
• From February 17, 2015 – First Deputy Secretary of the National Security and Defense Council of Ukraine.^[3]

Work for the National Security and Defense Council of Ukraine

Until March 1, 2018, Oleg Gladkovsky headed the Interdepartmental Commission on the issues of the Ukrainian defense industry complex at the National Security and Defense Council.^[4] During his work in the Defense Industry Commission, a complete repair of existing weapons and military equipment was carried out. Ukraine has started developing new models of weapons and equipment that have successfully passed the tests and are already being used by the Armed Forces and other law enforcement agencies of the country.

The Commission also dealt with strategic directions of development and the reform of the defense industry of Ukraine as a whole. The State Defense Development Program for the development of weapons and military equipment for the period until 2020^[5], the State Program for Reforming and Developing the Defense Industrial Complex for the period up to 2021, the State Program for the Creation and Development of the Production of Ammunition and Specialty Chemical Products for the period up to 2021^[6], and so on.

As First Deputy Secretary NSDC, Oleg Gladkovsky develops the missile shield of Ukraine. This is a complex of actions to restore the missile potential of Ukraine, introduced at the beginning of Russian aggression.^[7]

Gladkovsky, as a representative of the National Security and Defense Council, is working to expand Ukraine's military-technical cooperation with NATO and the country's integration into the North Atlantic Alliance. In 2015, Ukraine and NATO signed a "road map" for defense-technical cooperation.^[8]

As the head of the Commission for Military-Technical Cooperation, Gladkovsky initiated the liberalization of the arms market, namely: enabling for producers of weapons or dual-use equipment to import components for production and export their products, without the assistance of special exporters.^[9]

• Honored Mechanical Engineer of Ukraine (January 2006).
• The Distinction of the President of Ukraine — the anniversary medal "25 years of independence of Ukraine" (2016).^[10]
