Gloria Jean Swindler Boutte (born 1958) is an American professor and scholar in teacher education in the United States. She is a Carolina Distinguished Professor of Teaching and Learning and Early Childhood Education on the tenured faculty at the University of South Carolina . Boutte is a National Dropout and Prevention Center Fellow. She was a Fulbright Scholar at the University of Uyo in Nigeria from 2015-16 a as well a Fulbright Specialist in 2013 at Stellenbosch University in South Africa.

Education

Boutte earned the Bachelor of Arts in Early Childhood Education in 1980 from Johnson C. Smith University. She received her Master of Science in Child Development in 1982 from Iowa State University. Her Master’s thesis was titled, Thesis topic: Relationships between Piagetian and psychometric measures of intelligence using Black and White preschoolers. Her Doctor of Philosophy degree was earned in 1991 from the University of South Carolina. Her cognate during her Ph.D. program was Child Development with a minor in Human Development. Her dissertation topic was: The effects of home intervention on rural Head Start children's home environment, academic self-esteem, and achievement scores: A longitudinal study. She was certified as a K-3 teacher in North Carolina in 1980.

Academic Positions

Dr. Boutte begin her educational career as a long-term substitute for Charlotte-Mecklenburg Schools during the spring of 1980. During her Master’s program at Iowa State University (1980-1982), she served as a Research Assistant on two projects and Head Teacher for the Older Children’s Laboratory School. Boutte moved to Oklahoma after her Master’s studies and worked as a Child Development Specialist from 1982-1983 for the Seminole County Guidance Center. She returned to the south and taught preschool at the South Carolina State Child Development Center from 1986-1989, while also serving as an instructor and program advisor for the Child Development program. She was later promoted to Assistant Professor and served in this role from 1989-1991. Boutte then taught from 1991-1999 at the University of South Carolina, beginning as an Assistant Professor and promoted to Associate Professor and received early tenure in 1996. She taught at the University of North Carolina Greensboro from 1999-2002 as a tenured Associate Professor. Returning to South Carolina, she taught as a visiting Associate Professor from 2001-2002 and then as a tenured Professor from 2001-2007. In 2007, she returned to the University of South Carolina as a tenured Associate Professor and was promoted to Full Professor in 2009. From 2009-2013, Boutte held the Yvonne and Schuyler Moore Child Advocacy Distinguished Chair. She served as the first African American Department Chair for the Department of Instruction and Teacher Education from 2011-2013. During her tenure at the University of South Carolina, Boutte has been program coordinator of two programs: Early Childhood Education and Teaching and Learning. She created new courses at Benedict College and at the University of South Carolina: (Educating African American Students; Culturally Relevant Pedagogy; and Equity Methodologies in Teacher Education). Currently, she holds a Carolina Distinguished Professorship at the University of South Carolina.

Scholarship

Boutte’s lines of inquiry include a focus on equity pedagogies, African American students, African American Language, Critical Literacy, African Diaspora Literacy, and Culturally Relevant Pedagogy. Dr. Boutte is the author/editor of numerous publications and four books: (1) African Diaspora Literacy: The Heart of Transformation in K-12 Schools and Teacher Education (2018, Rowman and Littlefield) (2) Educating African American Students: And how are the children (2016, Routledge); (3) Resounding Voices: School Experiences of People From Diverse Ethnic Backgrounds (2002, Allyn & Bacon); and (4) Multicultural Education: Raising Consciousness (1999, Wadsworth). She has received approximately $2 million in grants and has more than 90 publications. Additionally, she has presented nationally and internationally on equity, community, curriculum, instruction, and diversity issues. She has received prestigious awards such as the Fulbright Scholar and Fulbright Specialist. Dr. Boutte is the founder of the Center of Excellence for the Education and Equity of African American Students (CEEEAAS). She has presented her work internationally in Cameroon, Colombia, China, Sierra Leone, Ghana, England, Zambia, Botswana, South Africa, Australia, Guyana, Jamaica, Mexico, New Zealand, Nigeria, and Canada. She has served as a Visiting Scholar/Professor at several national and international universities (e.g., University of Melbourne in Australia; University of West Indies in Jamaica; University of Guyana). She currently serves on two editorial boards: (1) New Educator and (2) Urban Education.

Boutte has lead delegations of teachers and university professors on Fulbright-Hays Group Projects to study connections between African American and African culture. Groups have traveled to Ghana, Sierra Leone, and Cameroon.
