Hixny's primary mission is to expedite the adoption of health information technology throughout the entire healthcare system with the goal that healthcare organizations and providers have immediate, secure access to complete and up-to-date patient medical records. Having such access to patient data enables healthcare professionals to provide better and more complete care. Products and ServicesHixny's primary product is healthcare data. There are a variety of ways for both healthcare professionals and patients to access and interact with this data, including an online portal. The ultimate goal of providing this healthcare data is to ensure proper continuity of care between providers.[2] By providing each healthcare provider complete and up-to-date records on each patient, this assures that they can provide the best care and make the best diagnoses. Depending on each provider's computer system setup and office needs, there are a variety of ways to access data on Hixny's network: Data Push, Data Pull, and Real-Time Clinical alerts are the three primary methods. HIE LawsHealth information exchanges have existed as long as electronic health records have been prominent. In recent years, several pieces of legislation have brought a more stringent framework to the establishment and governance of HIEs. The HITECH Act —a component of Title XIII of the American Recovery and Reinvestment Act of 2009—established guidelines for the functionality of HIEs.[3] As a part of this Act, the Office of the National Coordinator for Health Information Technology (ONC) was charged with creating an interoperable, private and secure nationwide health information system to support the widespread use of secure Health IT. Organizations like SHIN-NY and Hixny, as they are currently comprised, were a direct result of these legislative acts. HistoryHixny was founded in 1999 by Gary Fitzgerald, President of Iroquois Health Care Alliance, and Paul Macielak, CEO of the New York Health Plan Association. They had worked together in the New York State Senate and saw an opportunity to create a healthcare information exchange amid the rise of HIPPA laws.[4] In 2004, New York State passed the Healthcare Efficiency and Affordability Law (HEAL).[5] This law officially codified health information exchanges (HIEs) as entities overseen and funded by the State of New York. The passage of this law also provided $53 million in grants to establish HIEs. As part of this funding program, Hixny received a $1.7 million grant in 2006 along with matching funds from Albany-area health insurance company, CDPHP.[6] After the initial implementation of the IT system and a round of testing with several local hospitals and healthcare providers, Hixny's HIE officially went live on October 31st, 2008. By early 2011, the Hixny network was made up of 32 members across 17 counties. The data sharing between these members included lab reports, images and discharge summaries. By late 2011, over 1,100 healthcare providers were sharing over 2 million patient records. In 2014 Hixny launched the Patient Portal, which delivers direct alerts and messaging capabilities to provide real-time updates to patient records.[7] In 2015, the SHIN-NY launched a statewide patient record lookup (sPRL) system through which linked state Qualified Entities, such as Hixny, and providers could search for any patient who had provided consent across the State.
