| 释义 | Born in 1954, Jamshed Ahmed passed Secondary School Certificate (S.S.C) from Brahmanpara Bhagaban High School, Cumilla, Higher Secondary Certificate (H.S.C) from Victoria Government College, Cumilla and graduated with Honours in 1974 and obtained his Masters in Political Science from the University of Chottogram, Bangladesh in 1975. Subsequently, he received post-graduate degrees in ‘Planning and Management in Rural Development’ from the University of Birmingham, U.K in 1987 and on ‘Local Government’ from Local Autonomy College (LAC), Tokyo, Japan in 1995. In 1971, as a member of the Bangladesh Liberation front (BLF) and he went to India and took part in the War of Liberation and coming back from India he helped the War Victim people. As a result, Pakistani Occupation Army burnt his paternal houses and set up Artillery Bunker there. He held different positions in NILG. In 2003, he was appointed as Director of NILG, and since then he headed all the four Divisions in NILG e.g. Administration and Coordination; Training and Consultancy; Research and Planning; and Programs and Evaluation. He also officiated as Director General (DG) of NILG twice. He authored and co-authored a number of books and manuals, the important among these being Social Formation in Dhaka, 1985-2005: A Longitudinal Study of Society in a Third World Mega city (2010) ; Local Government in Bangladesh: Revised Third Edition (ed.) by Kamal Siddiqui (2005); Megacity Governance in South Asia; a comparative study (ed.) by Kamal Siddiqui (2004); Overcoming the Governance Crisis in Dhaka City (2000); Local Government in Bangladesh: Second Edition (ed.) by Kamal Siddiqui (1994); Local Government in South Asia : a comparative study (ed.) by Kamal Siddiqui (1992); Union Parishad Proshikhyan (Training) Manual (ed,) by A k Shamsul Haq and Quazi Md. Afsar Hossain Saqui (2003); Upazila Parishad Proshikhiyan (Training) Manual in Bangla (ed.) by Kamal Siddiqui and Syed Nuruzzaman (1985) and (1990); Survey of Training Needs of Upazila Functionaries, (1991); Union Parishad Proshikhiyan (Training) Manual (1992); A Manual on Tree Planting and Care in Bangla (ed.) by Kamal Siddiqui and Syed Salamat Ali, (1994); A manual on Matsya-Pukure Mach Chash (Pond Pisciculture) (ed.) by Kamal Siddiqui and Samarendranath Choudhury (1996); An Evaluation of Grameen Bank Operation, (1984); Benefit Package Received by the Functionaries of GOs and NGOs in Bangladesh : a comparison, (1990), etc. He contributed a good number of articles on local government and allied areas which were published in various journals of both at home and abroad. He wrote an article comparing Local Governments of Bangladesh and Japan, published in the LAC Journal, Tokyo, Japan. He acted as resource person in various training and research organizations, such as, BCS (Administration) Academy, BPATC, RPATC, BARD, Women’ Directorate, CARITAS, etc., developed training curricula, organized and participated in various training, seminar, workshops, etc. and presented key notes/thematic papers both at home and abroad. He acted as National Coordinator during the ‘Base Line Survey of Sanitation of Bangladesh’ conducted by Government of Bangladesh i.e. Local Government Division (LGD) in 2003. He retired from government service in 2012. |
