The Fred Jane Naval War Game was the world's first naval wargame, and the first wargame to use miniature models to represent the fighting units. RulesMost wargames use dice and probability tables to determine whether a shot hits, and where, but Jane introduced a novel mechanic in his game. It involved the use of a "striker", which was a wooden paddle that had a pin stuck into one face. When taking a shot at an enemy ship, the player was supposed to press the paddle (pin side facing down) on a paper diagram of the warship he was targeting. The pin would make a hole somewhere on the paper. If the hole fell upon the diagram of the ship, then the player successfully struck it, else he missed. The location of the hole on the diagram would also indicate which part of the ship was struck, be it the boiler, the bridge, the gun battery, etc. The player was not allowed to examine his paddle to memorize where the pin was. He had to guess; this introduced an element of luck to every strike he made. And the size of the paper target was proportional to the range at which he was attacking the enemy: the farther away the target ship, the smaller the paper target he would have to strike.
