Rubin began his career in both governmental and non-governmental agencies, holding positions at the Department of Energy, J Street, Ploughshares Fund, National Security Network, and USAID, where he was a Presidential Management Fellow. He served as a legislative aide to US Senators Tom Harkin (D-Iowa) and Frank Lautenberg (D-N.J.).[1][2][2]
