Jose E. Latour (born 1961 in Havana, Cuba) was a U.S. diplomatic and consular officer appointed by President Ronald Reagan in 1987, serving in the U.S. Department of State in Washington, D.C., Mexico and West Africa..[1] [2][3]Latour resigned from the state department in 1990 and became an immigration attorney.[4] As of 2018, Latour is an Miami attorney focusing on foreign direct investment in the U.S. through an EB-5 investor visa regional center and an investment company offering private real estate equity funds and direct investment.[5]. He is also a singer/songwriter who has recorded in both English and Spanish with U.S. recording labels[6]. Legal and Professional CareerLatour is the founder of LatourLaw, P.A, located in Miami, Florida. Latour is a published author and speaker on investment-based immigration[7] and foreign relation issues.[8] He has several professional awards including the "Growing with Technology Award" by Inc. Magazine.”[9]. Latour co-founded the non-profit organization One World Development in 2003 to stop malaria Equatorial Guinea, West Africa. The NGO was contracted by Marathon Oil, a U.S. oil company operating in Equatorial Guinea, to reduce the prevalence of malaria in the country[10]. One World Development operated for five years in Equatorial Guinea.[10] Latour owns American Venture Solutions Regional Center, a USCIS-approved EB-5 Regional Center[7], and the private investment company American Ventures Solutions (AVS) Capital Partners. It has offices in Miami, Florida and Ho Chi Minh, Vietnam[5][11] Musical CareerLatour has released three albums. Polygram Latin Records released his first album, “Navegue Con Amor” in 1995(6). In 1997, he recorded a solo album called “OceanO, which was released by Sony Discos/Orfeon[12]. He retained rights to the master and re-released the album on his own Paradise Records label in 1999. Latour released a second solo album in 2000 called “Tales of the Caribbean Cowboys” on Paradise Records. He formed Miami River Records in 2015 and released his third solo album, “Hidin’ Downisland” under that label.[13] Latour is a voting member of the National Academy of Recording Arts and Sciences. He writes and publishes his music through Mango Man Publishing, administered by ASCAP.[14] PersonalLatour was four years old when he and his parents immigrated from Cuba. He grew up in South Florida and graduated from Coral Gables High School. He obtained both his undergraduate and law degree from the University of Florida.
