Joseph Nobetau is a senior Public Servant in Papua New Guinea. He is currently the Chief Secretary to the Autonomous Bougainville Government where he has oversight of all public service operations and leads initiatives to enhance peace and stability in the region.[1] CareerPrior to his appointment as Chief Secretary to the Autonomous Bougainville Government[2], Nobetau worked with the PNG National Government in the Foreign Affairs and Immigration Portfolio. He was the inaugural Chief Migration Officer of Papua New Guinea and was responsible for the creation of a new Authority to administer immigration, border protection, passport and citizenship operations. He oversaw substantial change, growing the organisation from just 17 to more than 200 staff. He is credited with transforming Papua New Guinea's approach to immigration and border protection and oversaw reforms to eliminate corruption and bring integrity to visa operations. He played a significant role in negotiating regional processing arrangements with Australia, and oversaw the mass mobilisation of foreign workers for the PNG LNG Project. Nobetau has served overseas in a diplomatic capacity in Germany and Australia.
