Welle is the Democratic nominee for New Jersey’s Fourth Congressional District, running against 38-year Republican incumbent Chris Smith. A New Jersey native, Welle graduated from the US Naval Academy in 2002,[1] served as Class President,[2] and served tours in Operation Iraqi Freedom and Enduring Freedom in Afghanistan and deployments in Africa, Asia, and Europe. Following his 12 years of active-duty service, Welle transitioned to the U.S. Navy Reserve, attended the Harvard Kennedy School of Government and founded a government technology company focused on developing mobile software.[3] In June 2018, Welle won the primary to become the Democratic candidate for Congress in New Jersey’s Fourth District,[4] his hometown. Early Life, EducationJoshua Welle was born inTrenton, NJ and raised in Wall, NJ. He attended Wall High School. In 2002, Welle graduated from the U.S. Naval Academy with a Bachelor of Science in Political Science. He received a Masters of Arts in International Relations (2003) and Masters in Business Administration (2008) from the University of Maryland, College Park and a Master’s in Public Administration from Harvard University’s Kennedy School (2016), where he was a Glenn Dubin Fellow at the Center for Public Leadership and earned the Littauer Award for public service.[5] [6] Military Career - OverseasWelle was first deployed in 2003 to the Persian Gulf in support Operation Iraqi Freedom. In 2004, he served as a Division Officer on the USS Cowpens (CG 63) in Yokosuka, Japan. In 2008, Welle was selected to be the first Navy Military Fellow at the Center for a New American Security.[7] Welle was deployed to Afghanistan in 2009 in support of Operation Enduring Freedom. He later published an article in Joint Forces Quarterly explaining how operational efforts could be improved.[8] From 2010 - 2012 he was the Engineering Officer in USS Arleigh Burke (DDG-51).[9] Welle returned to the Middle East in 2013 for his final at-sea assignment as an Executive Officer on the USS Devastator (MCM 6) in Manama, Bahrain.[10] Military Career – At HomeAs a Master Instructor at the U.S. Naval Academy, Welle taught Government, International Relations, and National Security Policy, and instructed 30 prospective officers in navigation and surface warfare tactics.[11] From 2010 to 2015, Welle was an active Term Member on the Council on Foreign Relations. In 2016, Welle was competitively selected as a Truman National Security Fellow.[12] Private Sector CareerWelle transitioned to the private sector in 2015, and founded Crossdeck,[13][14] a software company specializing in blue collar worker solutions. In 2017, Welle was named a Top 40 Rising Stars in Government Technology.[15][16] Published WorksWelle and his classmates from the U.S. Naval Academy recounted their experiences’ as service men and women in a post-9/11 world in the book In the Shadow of Greatness, an LA Times bestseller[17] and non-profit book, that Tom Brokaw heralded as a “must read for all Americans.”[18] Welle’s writing has also been published in the Harvard Business Review,[19] Proceedings, and Joint Forces Quarterly.[20] Personal LifeIn 2009, Welle met Angela Mikolajewski and the coupled married in 2014.
