Keystone Corridor Ground Water Contamination

Summary

The Keystone Corridor Ground Water Contamination site is located near the intersection of East Fall Creek Parkway North Drive and Keystone Avenue (Indianapolis). It is 4,500 foot long by 1,500-foot wide. The sources of contamination of this site are unknown. There have been over 40 known handlers of solvents in the area, and due to complex geography and co-mingling of chemicals, it has been determined to be impossible by the Indiana Department of Environmental Management Indiana Department of Environmental Management (IDEM) to determine a single source of contamination. In fact, it is likely most or all of the known solvent handlers combined that ultimately lead to the contamination at Keystone Corridor. However, Tuchman Cleaners a dry cleaning company, was at the site from 1953-2008. They likely had a large contribution to the chlorinated solvents. The solvents from dry cleaners, mainly chlorinated solvents including tetrachloroethyene Tetrachloroethylene (PCE), trichloroetheneTrichloroethylene (TCE); cis-1,2-dichloroethene Dichloroethene (cis-1,2-DCE), and vinyl chloride Vinyl chloride are the serious contaminants found here. These solvents have contaminated the soil around Keystone Corridor and leeched into the groundwater.[1]

Hazards and Chemicals

Contaminant
Chemical NameSignal WordHazard Information
Trichloroethene Flammable, Irratant Irritation to eyes, skin, respiratory tract. Inhalation: irregular heartbeat, drunkenness. Chronic: heart, liver, kidney damage, dermatitis, birth defects, suspected cancer hazard.
Tetrachloroethene Toxic Harmful if swallowed, inhaled, or absorbed through skin, causes irritation to skin, eyes, & respiratory tract. Affects nervous system, liver & kidneys. Suspected cancer hazard.
Vinyl Chloride Danger, Flammable, Toxic Compressed gas: frostbite. Central nervous system depression from gas exposure. Chronic: Reproductive effects, skin/blood changes, bone effects (hand), cancer

Remediation

Remediation is in progress. Due to bankruptcy the Environmental Protection Agency Environmental protection agency (EPA) had to step in to assist in remediation. The EPA issued proposed plan to address vapor intrusion and ran a comment period from March 7th-April 5th, 2018 to assist with the final OU-3 cleanup plan. The EPA plans to use containment to mitigate the situation. The proposed plan calls for providing vapor intrusion mitigation systems at affected industrial/commercial and/or residential buildings.
