The Language Learning and Testing Foundation

The Language Learning and Testing Foundation was incorporated in the state of Maryland as a 501(c)(3) non-profit organization in 2003 under the name Second Language Testing Foundation. The Board of Trustees consists of Drs. Charles W Stansfield, Daniel J. Reed, and Weiping Wu. In 2011, the name of the organization was changed to the Language Learning and Testing Foundation (LLTF). The organization’s website is located at www.LLTF.net[1]. The name reflects its focus on both second language testing and second language learning, as well as its nonprofit status.

Members of the organization

Dr. Charles Stansfield is president of the organization. Dr. Daniel Reed of Michigan State University has served on the board since the organization was founded. Dr. Weiping Wu of the Chinese University of Honk Kong joined the board in 2017. The educational and professional background of all members of the board is in language teaching, language testing, language learning and research.

As a small non-profit, LLTF has no employees. Most of the work is done by independent contractors who manage the website, fill orders, maintain the inventory of the organization’s products, and print test materials. Funding comes from the sale of the tests and from private donations.

Tests

LLTF was created to ensure the long-term availability of the language aptitude tests it publishes, the Modern Language Aptitude Test (MLAT)[2][3] and the Pimsleur Language Aptitude Battery (PLAB)[4]. LLTF owns the copyright to these tests. Both tests have been in existence for more than 50 years, the MLAT having been first published in 1959 and the PLAB in 1966. Both tests were originally published by the Psychological Corporation.

LLTF also publishes the MLAT-Elementary (MLAT-E)[5], which is designed for children between the ages of 8 and 11. This MLAT-E was originally published in 1967 by the Psychological Corporation, which was also the original publisher of the MLAT and the PLAB.

In 2005, LLTF published the MLAT-ES[6], which is an adaptation of the MLAT-E to Spanish. The MLAT-ES was normed on school children in five countries where Spanish is the official language.

LLTF makes donations to support several conferences on language testing. These include the East Coast Organization of Language Testers (ECOLT), the Midwest Association of Language Testers (MwALT), and the Language Testing Research Colloquium (LTRC), which is the annual conference of the International Language Testing Association (ILTA).
