Lars G. A. Hilse (born 1979 in Bunsoh, Germany) is a freelance cyber security specialist best known for his work, and advances in cyber crime, cyber terrorism and cyber defence. He is the founder of the Global Internet Magna Carta Project [1]. Advances in Cyber TerrorismIn a 2014 article [2] on cyber terrorism he acknowledges mainly the disruptive nature of cyber-only/cyber-physical attacks, and only hints towards effects on infrastructure. At a 2018 hearing in front of the committee on terrorism of the European Parliament in Brussels he presented his first outline of a methodology to mitigate cyber threats against critical infrastructure [3]. Later in 2018 at the International Defence Exhibition and Seminar in Karachi, Pakistan he would present further advancements about how to most effectively combat cyber terrorism/cyber warfare threats against the critical infrastructure a nation [4].
