Baer graduated from Suncoast Community High School as the school’s valedictorian. She then attended Harvard University and graduated magna cum laude. She earned a Master of Philosophy in development studies from the University of Oxford as a Marshall scholar. She then earned her Juris Doctor from Yale Law School. She served as a senior policy advisor to U.S. Secretaries of State Hillary Clinton and John Kerry and UN Ambassador Samantha Power.
