Lex de bello indicendoThe Lex of bello indicendo was a faculty that granted the comitia centuriata elect the power to decide to who declared Rome the war. Republican Rome was governed by a series of institutions; namely: Senate, Magistrates and Comitia. Although foreign relations were the responsibility of the Senate and the consuls (supreme magistrates), the ultimate decision to declare war on an enemy of Rome was the responsibility of the Roman people, who manifested their decision through the Comitia Centuriata through vote for centuries. This system, which could be classified as democratic, is in fact of an oligarchical nature. Thus, half of the centuries belonged to the patrician classes (senators and equestrians) and on them fell, then, when voting first in the assembly, the decision to take or not the war against the enemies of Rome.
