Magali Lafourcade is a French magistrate and the current Chairperson of the Sub-Committee on Accreditation of National Human Rights Institutions.[1]. She is also the Secretary General[2] of the French National Human Rights Institution[3].

Career

After graduating in Management (ESCP Europe[4]), Political Science (Institut d’études politiques, Paris[5]) and Law (La Sorbonne University[6]), Magali Lafourcade joined the French National School of the Judiciary in 2006[7]. In 2008, she became investigating judge[8]. During this period, she was in charge of many complex cases[9] with large media exposure. 

In 2012, she obtained her PhD in Comparative Law on the European system for the protection of Human Rights[10] with highest honours and unanimous congratulations from the jury[11]. In 2014, she published[12] her thesis on "The reopening of national proceedings resulting a judgement of the European Court of Human Rights" and presented her main conclusions before the French National Assembly[13].

In November 2013, she joined the French National Human Rights Institution[14] accredited with ‘A’ status[15] at the United Nations. In 2016, she became its Secretary General, succeeding Michel Forst[16].

Magali Lafourcade has been giving lectures at Sciences Po since 2009 on "The main issues of the French Judicial system"[17]. She is also the director of "The protection of Human Rights" training session[18], organized by the French National School of Administration, as well as the "Contemporary issues of racism and discriminations" training session[19]  organized by the French National School of the Judiciary.

She is also member of the board of several Human Rights NGOs. 

Participation in Human Rights mechanisms

As Secretary General of the Commission nationale consultative des droits de l'homme – the French National Human Rights Institution accredited with ‘A’ status at the United Nations[20], Magali Lafourcade takes part in all United Nations Human Rights mechanisms[21]. As a specialist in the fight against racism[22], she also interacts with the Intergovernmental Group in charge of monitoring the implementation of the Durban Declaration and Programme of Action[23].

In 2016, Magali Lafourcade was presented by the Advisory Group of Ambassadors in third position to the President of the Human Rights Council[24] for the mandate of Special Rapporteur on the independence of judges and lawyers. In the end, Diego García-Sayán was appointed[25]. 

In 2016, Magali Lafourcade was elected by the European network of National Human Rights Institutions[26] (ENNHRI) to the Sub-Committee on Accreditation of National Human Rights Institutions, a peer review body under the auspices of the Office of the United Nations High Commissioner for Human Rights[27]. In November 2017, she was then elected Chair of the Sub-Committee on Accreditation[28], succeeding the Canadian David Langtry. In February 2018, she announced before the General Assembly of GANHRI[29] her Presidency's priorities for reforming the accreditation process for National Human Rights Institutions in order to make it fairer, more rigorous, transparent and participatory[30].

She also regularly interacts with the Council of Europe's mechanisms for the promotion and protection of Human Rrights[31], and with other international organizations, such as the OSCE, the IOF, the OECD, as well as with the European Union Agency for Fundamental Rights (FRA)[32], for which she reviews studies carried out by the French focal point, the Institut Français des Droits et Libertés[33]
