Manivannan Ponnaiah (born 27 November 1972), is a 1998 batch Indian Administrative Service (IAS) officer of Karnataka cadre^[1] He is the first and only IAS officer to be serving both in the IAS and the Indian Army.^[2] A senior Indian Administrative Service officer, Ponnaiah is currently pursuing his mid-career masters in public administration at John F. Kennedy School of Government at Harvard University.

Ponnaiah as an officer is best known for his transparent administration officer who installed closed-circuit televisions (CCTVs) in his chamber and made their feed online- 100% Transparency^[9] and the drive against unauthorized constructions, violations of building laws, and illegal encroachments has got him titles like "Demolition Man" ^[10]^[11]

Education

Ponnaiah holds bachelor of engineering degree in chemical engineering from NIT, Trichy^[1] and is currently pursuing an MPA in public administration from the John F. Kennedy School of Government at Harvard University.

Career

Ponnaiah is famously known as "Demolition Man" because as deputy commissioner of the Hubli-Dharwad Municipal Corporation (HDMC), he brought down unauthorized huge buildings of unauthorized constructions, violations of building laws, and illegal encroachments of influential people to construct a public road squad demolished unauthorized structures on Hubli Railway Station road, Bhandiwad base, city bus terminus, and Maratha Galli.^[3]. As the MD Karnataka Power Transmission Corporation (BESCOM) he used social media tools like Facebook and Telegram to get BESCOM related issues from people.^[5] When Chennai was affected with floods, he was managing director at Karnataka Urban Water Supply and Drainage Board, he temporarily converted control room into floods relief room open 24x7^[12].

‘Quest for equity – reclaiming social justice, revisiting Ambedker’ a three days international conference was organised by the Government of Karnataka under the leadership of Ponnaiah to mark the 126th birth anniversary of B. R. Ambedkar at Bengaluru in the year 2017^[8]. Ponnaiah used to make unscheduled visits to schools and hostels under social welfare department. During such visits, he ate what was offered to backward class students and spent the night on the cot of a student who had gone home on leave, During his overnight stay, he used to interact with the students about the problems they face in hostels and schools^[13]^[14]^[15]
