Nancy Jo Kemper is a ordained minister in the Christian Church (Disciples of Christ) and the United Church of Christ, and is a former executive director of the Kentucky Council of Churches. She ran as the Democratic Party nominee for Kentucky's Sixth District in 2016.

Education

Rev. Kemper graduated cum laude from Transylvania University in 1964, with majors in History and English, and minors in Religion and Education.[1][2] She was a 1967 graduate of Yale University Divinity School.

Kemper has maintained ties with her alma maters. In 2011, she began a one-year interim appointment as associate dean of interreligious life at Transylvania University.[3] She has also served on the Yale Divinity School Alumni Board.[4]

Ministerial Career

Following her graduation from Yale, Rev. Kemper embarked on a 25-year career in ministry.[5] She served as associate minister of Edgewood Congregational Church First Church of Christ (UCC) of New Haven, Connecticut; co-pastor of the Richmond (VA) Ecumenical Parish; minister, Pilgrim Congregational Church (UCC) of Oak Park, Illinois; senior minister, Calvary United Church of Christ of St. Louis, Missouri; and senior minister of Park Congregational Church of Toledo, Ohio. She also served the Urban League of Greater Little Rock, Arkansas before returning to her home state of Kentucky.[6]

Kentucky Council of Churches

In 1991, Kemper began work as executive director of the Kentucky Council of Churches. Formed in 1947, the Council is a body representing 12 Christian denominations, which meets to consider matters of faith. The Council drafts policy statements in an effort "to help guide Kentuckians in matters of faith in action."[7] Following her retirement in 2009, Kemper continued to serve as a minister of New Union Christian Church (Disciples of Christ) in Woodford County, Kentucky, a role she had held since 1996.[8]

Congressional Campaign

Primary Contest

On January 21, 2016, Kemper filed as a Democratic candidate for the 6th District Congressional seat held by incumbent Republican Andy Barr.[9] Joining Kemper in the Democratic primary were Geoff Young and Lexington attorney Michael Coblenz. Both of Kemper's primary opponents had previously staged losing campaigns in their party's nomination for the Congressional seat.[10]

Citing Barr's opposition to increases in the federal minimum wage and the Affordable Care Act, Kemper promised to run an issues-based campaign against the incumbent's record.[11]

Coblenz dropped out of the race prior to the primary. Kemper easily defeated Geoff Young to secure the Democratic nomination on May 17, 2016.[12]

Platform Positions

As a candidate, Kemper stated support for the Clean Power Plan and promised to fight Republican efforts to abolish or weaken the Environmental Protection Agency. She supported the idea of equal pay for women, and pledged support for a $15 minimum wage.[13] Although Kemper stated that abortion should remain legal, she supported efforts for the government to do more to prevent unintended pregnancies. As a candidate, she supported federal funding for Planned Parenthood.[14] Citing studies that women were more likely to work across party lines, Kemper frequently advocated for more women in elected office.[15]

Controversies

On August 25, Kemper joined Congressman John Yarmuth (D-Louisville) and protesters from the Louisville Fairness Campaign to protest at the annual Kentucky Farm Bureau's Country Ham Breakfast at the Kentucky State Fair. Joined by members of the American Civil Liberties Union of Kentucky, the Jefferson County Teachers Association, and Louisville Showing Up for Racial Justice, protesters challenged the Bureau's policy book, which stated that marriage should only be recognized between a man and a woman.[16]

On September 10, Kentucky Governor Matt Bevin addressed the Family Research Council Action Values Voter Summit in Washington, DC. When speaking about the possibility of Hillary Clinton winning the presidential election, Bevin invoked a quote from Thomas Jefferson. Implying that the United States may not readily recover from a Clinton election, Bevin stated "I do think it would be possible, but at what price? At what price? The roots of the tree of liberty are watered by what? The blood of who? The tyrants, to be sure, but who else? The patriots."[17][18]

Bevin's comments immediately drew criticism from Kentucky Democrats. Lexington Mayor Jim Gray called on Bevin to apologize.[19] On September 13, Kemper staged a press conference at the State Capitol calling for Bevin's impeachment over what she saw as a "call for bloodshed."[20] Shortly following the press conference, Republican Party of Kentucky spokesman Tres Watson rejected Kemper's criticism, stating that they were "nothing more than a desperate act by a desperate candidate who trails badly in the polls."[21]

On October 7, Kemper reacted to the release of Republican presidential candidate Donald Trump's off-camera comments to an Access Hollywood reporter about his exploits with women. Kemper addressed Barr, demanding that he "either withdraw his endorsement or offer his constituents an explanation for his continued support of Donald Trump."[22]

Endorsements

Kemper garnered the support of area unions, including the United Auto Workers (UAW)[23] and a local chapter of International Brotherhood of Electrical Workers (IBEW).[24] She received the support of the National Education Association and the Sierra Club.[25] On November 2, the Lexington Herald-Leader endorsed Kemper.[26]

General Election

In the general election, held on November 6, Kemper lost to incumbent Andy Barr garnering only 38.91% of the vote.[27]

Post Election Activity

Kemper has remained active in civic life. On February 8, 2018, she announced her endorsement for State Senator and Congressional candidate Reggie Thomas.[28]
