András PATYI (born 19 march 1969) is a Hungarian Judge of the Curia of Hungary (the highest judicial authority in Hungary), former Rector of the National University of Public Service, University Professor at the National University of Public Service (Budapest, Hungary) and at the University of Széchenyi István (Győr, Hungary). From 2013 to 2018 chairman of the National Election Commission. From September 4, 2018 he works as a judge appointed for an indefinite period of time. He is also the President of one of the Chamber of the Curia of Hungary. CareerAndrás PATYI graduated as a lawyer with honors (summa cum laude) in 1993 at the Faculty of Law of the University of Szeged, Hungary (then called University of József Attila). He started his legal career as a clerk at the Constitutional Court of Hungary. Then he worked next to the Ombudsman for the Protection of National Minorities (Parliamentary Commissioner). In 1996, he also passed the Bar Examination of Hungary. From 1997 to 2006, he was a notary (head of office) of the XII. District of Budapest. From 2006 to 2009, he worked again at the Constitutional Court of Hungary as a chief counsellor. He became a judge of the Administrative Law Department of the Supreme Court of Hungary (today’s Curia of Hungary) in 2009 and served as judge until 2011. From 1994 to 2004, he was teaching at the Faculty of Law of the University of Szeged. In 2002, he obtained his PhD at the University of Pécs (Hungary). His dissertation topic was fundamental questions related to administrative justice. From 2003, he was an associate professor at the Deák Ferenc Faculty of Law and Political Sciences at Széchenyi István University in Győr, and then Head of the Department of Public Administration. He was from 2007 to 2008 Vice-Dean for Education, and from 2008 to 2010 Vice-Dean for Science at the Deák Ferenc Faculty of Law and Political Sciences at Széchenyi István University in Győr. In 2011, he habilitated at the Széchenyi István University, from this year he is a University Professor. From January 1, 2012 to August 31, 2018 he was appointed Rector at the National University of Public Service. In the autumn of 2013, András PATYI was elected by the Hungarian Parliament to become member of the National Election Commission and the Commission chose him as chairman. He resigned from these posts in the autumn of 2018. Since 1997, he is member of several public law working groups and organisations. He is also an editorial board member of several national and international scientific journals. He participated in several PhD procedures and in habilitation procedures. From 2014 to 2018, he was the chairman of the State Reform Committee created by the government. In carrying out this work, as the chairman of the Codification Committee of Administrative Justice he directed the drafting of the Code of Administrative Litigation. From September 4, 2018 he works as a judge appointed for an indefinite period of time. He is also the President of one of the Chamber of the Curia of Hungary. He is deciding in cases where local government decrees violate legal rules, but also in administrative review cases.
