Portia Bell Hume (July 26, 1901 - Aug. 2, 1986), a psychiatrist, was Deputy Director of the California State Department of Mental Hygiene (1951-1961) and taught psychiatry at the Schools of Social Welfare and Public Health at the University of California, Berkeley and at the University of California Medical School in San Francisco (1940-1971). She developed and administered a system of community-based mental health clinics and services, and was a leader in the effort to pass the Short-Doyle Act--efforts that led to her being called the "Mother of Community Mental Health Services" in California.

Early Life

Hume was born as Vera Bell on July 26, 1901 in Napa, California, to Theodore Arlington Bell and Anna (Mueller) Bell. Her father was a lawyer and a member of the U.S. House of Representatives from California's 2nd district (1903-1905).

A strong-willed child, Hume changed her name to Maurine Theodora Bell when she learned that she shared the name "Vera" with an old plow horse on the Bell Ranch in St. Helena, Calif. Later she changed her name again to Portia, a pet name given to her by her husband, Samuel J. Hume. (Family story, needs citation)

Marriages

Theodore A. Bell was killed in a car crash in September, 1922. The following month, Hume married William Rude Davis, Jr. The marriage did not last.

While in Paris, she married Samuel J. Hume. She received some acclaim for her sculpture, and soon returned to Berkeley. Together, the Humes built a distinctive home at 2900 Buena Vista Way with a design based on a French cloister.

Education

Hume graduated from the University of California, Berkeley with a degree in philosophy. Following her graduation, she then studied sculpture under Beniamiano Bufano in California and Antoine Bourdelle in Paris. She returned to the University of California, Berkeley, to study medicine and received her M.D. in 1938.

Career

She taught psychiatry at the schools of Social Welfare and Public Health at the University of California, Berkeley and at the University of California Medical School in San Francisco (1940-1971), and she became Director of the Center for Training in Community Psychiatry at Berkeley in April of 1961.

She was Deputy Director of the California State Department of Mental Hygiene (1951-1961), where she developed and administered a system of community-based mental health clinics and services, and was a leader in the effort to pass the Short-Doyle Act. Her efforts led to her being labeled as the "Mother of Community Mental Health Services" in California.

After Death

Soon after its establishment in 1993, the Neurobehavioral and Psychological Institute (NPI), was renamed the Portia Bell Hume Behavioral Health and Training Center in her honor.[1]
