Potential Driving Instructor

Potential Driving Instructor or (PDI) refers to a driver who is in training to teach car driving and is currently being tested by the Driver and Vehicle Standards Agency (DVSA). This is the stage prior to becoming an Approved Driving Instructor (ADI). As opposed to the ADI’s blue badge, a PDI displays a pink badge in their car to indicate their degree of qualification.[1]

Potential Driving Instructors are given a PDI licence issued to those who are still in the process of training. A PDI license does come with restrictions in comparison to an ADI licence, but Potential Driving Instructors are nonetheless able to teach pupils how to drive and charge similar rates to an ADI.[2]

Qualifying as a PDI

The ADI test consists of three part:

  • Stage one: Theory Test.
  • Stage two: Practical Driving Test.
  • Stage three: Instructional Ability Test.[3]

The PDI licence allows the PDI to gain experience as a driving instructor while they prepare for the instructional ability test. The PDI licence holder must have already passed their ADI theory and practical driving tests within the last two years and have had at least forty hours of training from a qualified ADI in providing driving instruction, recorded on the ADI 21T declaration form. They must also be eligible to take the instructional ability test. [4]

However, if the PDI begins gaining experience as a driving instructor, they will only have a six-month maximum period to pass the instructional ability test. The test can be taken a maximum of three times before the PDI licence expires, which will be six months from the date of issue.[5]

The third stage of the training is the part where potential instructors are tested on their ability to teach. If the PDI doesn’t pass the third stage of their training, the driving student will be required to establish a new relationship with a different instructor.[6]

Between 1 October 2009 and 30 September 2011, 21,365 individuals applied to start the ADI qualifying process but didn't manage to finish.

Out of those 21,365 individuals:

  • 14,019 did not passed part one of the ADI test.
  • 2,670 passed part one of the test but not part two.
  • 4,676 passed part two of the test but not part three.[7]

When applying for a trainee licence the PDI must do one of the following:

  • Be supervised for 20% of all lessons given while they possess their trainee licence.
  • Do at least twenty hours of extra training while in possession of the trainee licence. [8]

An applicant for a trainee licence must:

  • Be a ‘fit and proper’ person.
  • Get the required amount of supervision or extra training while the licence is still valid.
  • Make sure their advertising doesn’t give the impression that they are a fully qualified instructor.

Despite the six-month expiry date, a PDI licence can be taken away if any of the fundamental rules are broken, if the licence was issued by mistake or via fraud, and if the driver fails the instructional ability test three times. [9]
