}}Richard Arthur Jabo (born 01 January 1978) is a Ugandan economist, private sector development professional and pastor. He is the first and current executive director of the Uganda Free Zones Authority (UFZA).[2][1][2] He was first appointed to that position in interim capacity by the Hon. Minister of Finance, Planning and Economic Development in July 2014, before being confirmed in January 2016.[3][4]

Previously, he served as a Private Secretary to His Excellency the President (Economic Affairs) at State House from 2006 up to 2010, and as Principal Economist at the Ministry of Finance, Planning and Economic Development from 2010 to 2014.[5]

Background & education

Richard was born on January 1, 1978 in a Catholic family. He is the son of Henry Joseph Obbo and the late Anne Grace Obbo. His father, served as the Minister of State for Labour and Industrial Relations from 2001 to 2006, and was the Member of Parliament for West Budama North in the 7th Parliament of the Republic of Uganda.[6][7]

He attended Makerere University and graduated with a Bachelor of Science degree in Quantitative Economics in 2000. He later obtained a Master of Science degree in Financial Economics from the University of Leicester, United Kingdom in 2004. He also attained a Post Graduate Diploma in Project Planning and Management from the Uganda Management Institute in 2009.[8]

Professional career

Richard commenced his formal employment as a data processor at the Electoral Commission, in 2001. Following the completion of his postgraduate degree, he worked as a retail service agent for 2 years at the energy company, E.ON UK in Leicester City, UK.[8]

Upon his return to Uganda, he moved to Maersk (Uganda) Ltd, where he was employed as an operations executive from 2005 to 2006. In January 2006, Richard was appointed as a Private Secretary to His Excellency the President (Economic Affairs) at State House, up until 2010. At the same time, he worked as a Part-time Lecturer (Statistics) at Kyambogo University for 4 years.

Thereafter, he was recruited as a principal economist at the Ministry of Finance, Planning and Economic Development.[5] He served at the Ministry up to July 2014, when he was appointed as the Executive Director of Uganda Free Zones Authority, a position he holds to date.[9][10]
